Prohibit ATVs from Sedona's Residential Streets

The Issue

Many Sedona residents have been frustrated by the onslaught of ATVs roaring through our community, destroying the tranquility of our neighborhoods and imposing traffic, noise and safety issues on our residential streets.

The Broken Arrow community, along with residents of the Soldiers Pass and Dry Creek neighborhoods, have experienced a profound increase in ATV traffic and noise over the last few years as ATVs access the Coconino National Forest through our residential neighborhoods. Residents are concerned that the growing invasion of ATV traffic in our neighborhoods is changing the peaceful character of our residential communities.

HELP save lives and ensure safety on our streets.

Neighbors complain of ATVs speeding down our residential streets well over the speed limit of 25 mph, often in groups of two or more, with many drivers having little or no experience handling these highly specialized vehicles.

An overwhelming number of ATV safety experts, organizations and even the manufacturers themselves warn that these vehicles are not designed to be safely driven on paved public streets.

The U.S. Consumer Product Safety Commission and national safety groups warn against operating ATVs on public roads. In addition, virtually all manufacturers of these off-road vehicles clearly state in their Operator's Manuals to avoid use on paved streets and roads. Even more telling is the fact that the industry-backed Specialty Vehicle Institute of America calls for the prohibition of ATVs on public roads.

HELP with the Remedy

We urge the City of Sedona to prohibit the use of ATVs on Sedona’s residential streets to insure the general safety and peace in our residential communities. By passing an ordinance to prohibit ATVs on Sedona’s residential streets, the City of Sedona would not intend to prevent ATVs from accessing the National Forest, it would only prohibit access through Sedona¹s residential neighborhoods.

The City of Sedona has the legal right to enact ordinances that control traffic and uses on city streets according to Arizona State Statutes: ARS 28-1174 A (3)   and ARS 28-1174 B.

We believe Sedona must act to achieve a proper balance, not only considering the needs of the Sedona tourist industry, but also the safety and peace in our neighborhoods. By passing this ordinance, the City will preserve our community's uniquely precious beauty and lifestyle for all to enjoy. The time for thoughtful action is now.

HELP us keep ATV riders safe and preserve the sanctity of our neighborhoods.

Yes, I'm listening. That's the easy part. Balancing conflicting opinions, not to mention rights, is of course much more difficult. I'm especially receptive to and appreciative of input that acknowledges and speaks to those trade offs in a civil and understanding way. This does not have to be a win or lose fight. Note that my comments here are all about process; open meeting laws dictate that any opinions I may have (on an issue that may come before Council) be saved for properly noticed public meetings.
