I am writing to bring to your kind attention the severe infrastructure and public safety concerns being faced by the residents of **DLF Express Greens M2, Manesar, Gurugram, Haryana**, affecting thousands of citizens residing in the condominium.

The project was conceptualized and sold by DLF in 2009. Due to prolonged legal disputes that travelled from the Sessions Court to the High Court and eventually the Hon'ble Supreme Court, possession was finally handed over to residents only in 2019 after settlement of the cases.

However, despite residents taking possession and residing in the project for several years, the basic access infrastructure promised to the development remains unavailable.

### 1. Non-Availability of Proposed 56-Metre Access Road

The master-plan 56-metre-wide access road proposed for the project has not materialized till date. The land parcel required for this road continues to remain entangled in litigation before the Hon'ble High Court and Hon'ble Supreme Court, leaving the residents without the intended primary connectivity.

### 2. Pending 24-Metre Connectivity Road

The alternative 24-metre road connectivity is also pending. Presently, HSIIDC is the promoter/implementing agency associated with the project. However, residents have consistently been informed that GMDA is the nodal agency responsible for execution of the road. This lack of clarity between government agencies has resulted in years of delay, while residents continue to suffer due to absence of proper access.

### 3. Temporary and Unsafe Village Revenue Road Access

As a temporary arrangement, a portion of the revenue road passing through Manesar village was relaid using paver blocks to provide access to the condominium. Unfortunately:

* Large stretches of this road continue to remain encroached.

* The road width is inadequate for the traffic generated by a large residential complex.

* The temporary paver-block construction deteriorates repeatedly due to waterlogging and civic infrastructure failures.

### 4. Sewage and Storm Water Mismanagement

The Municipal Corporation, Manesar has reportedly linked sewage discharge into storm-water drainage lines. During monsoon periods, this results in severe waterlogging, overflow of wastewater, damage to the paver road network and unsanitary living conditions.

The recurring flooding causes:

* Health and sanitation hazards.

* Damage to public infrastructure.

* Difficulty in movement of residents, senior citizens and children.

* Increased risk of vector-borne diseases.

### 5. Public Safety and Emergency Response Concerns

The narrow and damaged access road has now become a serious public safety concern.

Emergency vehicles frequently face difficulty in accessing the condominium, including:

* Ambulances during medical emergencies.

* Fire brigade vehicles in the event of fire incidents.

* School buses transporting children.

* Essential civic and maintenance vehicles.

The inability of emergency services to reach residents promptly poses a direct threat to life and property. Any major emergency could result in irreversible consequences due to the current state of access infrastructure.

### Prayer for Intervention

In view of the above, I respectfully request the PMO to kindly direct the concerned authorities, including the Government of Haryana, GMDA, HSIIDC, Municipal Corporation Manesar and District Administration Gurugram, to:

1. Conduct an urgent joint inspection of the site.

2. Fix accountability and designate a single nodal agency responsible for providing road connectivity.

3. Expedite execution of the pending 24-metre access road.

4. Resolve encroachments on the existing revenue road.

5. Rectify the sewage and storm-water drainage network to prevent recurring flooding.

6. Ensure all-weather emergency access for ambulances, fire tenders and school transportation.

7. Provide a time-bound action plan for permanent connectivity until the proposed 56-metre master road becomes operational.

The residents of DLF Express Greens M2 have waited for over a decade to receive possession of their homes and continue to face basic infrastructure deficiencies despite being law-abiding taxpayers and citizens.

By addressing these concerns, we can create a safer, more connected, and more sustainable community. I kindly request all residents and stakeholders to join hands and call for the necessary changes.
