Vulnerable people are constantly at risk in the current system.

Some people must be or want to be in homes of their own, or group homes, or home shares, or other facilities. We do not fund these options enough to keep them safe, we do not support family caregivers or informal caregivers at all, and yet we will pay for-profit companies to run programs and homes, unmonitored, and enrich shareholders.
Supporting family caregivers enhances service and funding ability for those who choose a different housing option. Plus, the clients are supposed to be making this choice themselves.
