Petition to deny approval of Pod Shelter on 1103-1105 Elm St.

(PLEASE NOTE THIS PETITION IS MEANT ONLY FOR CITY OF FOREST GROVE RESIDENTS AND THOSE OVER THE AGE OF 18 YEARS OLD)

WE, THE UNDERSIGNED BEING RESIDENTS OF FOREST GROVE, HEREBY PETITION, the City of Forest Grove Council and staff to deny Washington County to establish a pod shelter between 1103-1105 Elm St. 

WE STATE OR BELIEVE THE PROPERTY DOES NOT COMPLY WITH SECTION 3. (1) (e) and (f) OF HB2006 BECAUSE IT DOES NOT MEET ADEQUATE TRANSPORTATION ACCESS AND POSES UNREASONABLE PUBLIC HEALTH AND SAFETY RISK because:

1-The proposed site lacks adequate transportation access to any commercial, retail, or medical facility necessary to operate a successful shelter. Trimet’s bus stop is ¾ (0.75) miles away from proposed site. 

2-Elm Street, an ODOT-designated arterial road, has no safe pedestrian crosswalks between the proposed site and the nearest Grove Link bus route. This situation poses a risk to potential high pedestrian traffic and drivers, especially at night due to poor lighting on Elm St. 

3- Shelter pods attract a great number of people that are not shelter residents. Some of these people choose to live in unclean and harmful sanitary conditions that are a safety risk to the community and the natural environment. For example, Hillsboro Safe Rest Pods on 17th Ave had people living in makeshift tents, discarding trash along Dairy Creek.
