The Issue
As many of you are aware, the Glendale City Council is currently reviewing the potential development of the parking lots located along Verdugo, both north and south of Mountain Avenue. These lots, due to their rare use, have been identified as a prime area for residential housing development. However, in order for this to proceed, the city must first rezone the land from its current designation as Recreational/Open Space to a City-Owned Residential Overlay (or similar zoning) as part of the ongoing GlendalePlan.

Key Facts:
- South Lot: 2.6 acres
- North Lot: 1.6 acres
- Total Buildable Units: 50 units per acre = 210 units; Potential Affordable Housing bonus (100%) = 410 units
- Parking Requirements: Projects could provide minimal to No parking per state law
Coming to Mountain and Verdugo!
The entire RCPOA is 803 homes, these two developments alone could increase households by more than 50%.
If these lots are rezoned for residential development, the city would be obligated to approve any plan that meets the zoning requirements. This could lead to significant changes in our neighborhood, potentially adding hundreds of new units.

The City Council is accepting comments on this proposal, and we encourage all concerned neighbors to participate in the process. Comments are due by August 29, 2025.
