Say NO to the Rezone and Land Development on Lawnville Road

The Issue

We, the undersigned residents and property owners of Roane County, respectfully urge the Roane County Planning Commission and County Commission to deny the proposed rezoning request (REZ2025-015) filed by Isaac Britt and Kevin Mayes to rezone approximately 58 acres on Lawnville Road from A-2 to R-4 (PUD).

1. The proposal would place 171 duplexes (342 units) immediately adjacent to established A-2 and R-1 neighborhoods, inconsistent with surrounding uses and the Roane County Zoning Map.


2. There is no public sewer available; community or individual septic systems for this density would endanger groundwater and contravene § 4.1.3 of the Subdivision Regulations.


3. No traffic impact study has been submitted as required by § 4.2.9.8; the existing two-lane Lawnville Road cannot safely accommodate the project’s estimated 2,265 additional daily vehicle trips.


4. The 2025 Roane County Long-Range Strategic Plan calls for preserving agricultural lands and open space and directing higher-density development to areas with existing utilities and transportation capacity.


5. Approval would set a precedent for unplanned sprawl contrary to county policy and would require costly public infrastructure extensions.

 

For these reasons, we respectfully request that REZ2025-015 be denied.
