The Issue

By signing this petition, you are asking Grove City Council Members to:

- Deny annexation of property to build a data center on Rensch Rd
- Reject any land use/zoning applications that allow a data center to be built or operate on Rensch Rd
- Disapprove any data center development plans that are submitted for Rensch Rd
- Vote and place a moratorium on building any data centers in Grove City until all residents are fully informed, our resources are protected, and the long-term impact on our community is carefully evaluated

A Texas data center development company called Headwaters is seeking to build a 300+ acre data center located on Rensch Road. This proposed data center campus will be located on the property between Rensch Rd and Beatty Rd, between St Rt 62 and Neff Rd.  Part of the property is located in Grove City and part is located in Pleasant Twp, raising significant concerns among the residents of Grove City, Jackson Township, and Pleasant Township.

In order for the project to move forward,  Grove City will have to annex the property located in Pleasant Township so that the entire data center will be located in Grove City.

According to posted minutes from the Pleasant Township Trustees, on February 24, 2026 the Pleasant Township Board of Trustees passed a resolution to place a moratorium on the building of ANY data centers in Pleasant Township. We believe that Grove City Council Members should do the SAME!

On April 21st at the Headwaters community info night the public left with more questions than answers. The positive spin was strong, and the assurances sounded like a sales pitch – not facts and data.

On April 24th, many residents attended a town hall and heard from a panel of EXPERTS who explained how Data Centers like this, affect small communities like ours and here are the questions city council should be asking:

  • According to Headwaters, this data center will feature an air-cooling system using numerous industrial HVAC units on the rooftop.  How loud will it be? How much electricity will it need? Who will pay for the expansion of infrastructure? How will the ambient noise, infrasound, vibration, and temp of the data center affect the residents and wildlife living so close to it? Will this type of cooling system create another spike in utility prices? Will rolling black outs be required to prevent a grid collapse?
  • What type of contaminants will be off-loaded into the air, soil, and water around the center? Will neighboring wells, streams, and rivers be affected? If so, who will be responsible for fixing it so that we can continue to have affordable, safe drinking water?
  • Once the data center is built, will a Fuel Cell be required to power it? If so, where will THAT GO and what type of plant will it be?  Nuclear? Natural Gas? Solar or Wind?
  • IS CITY COUNCIL AWARE of House Bill 15 which authorizes data centers to build on-site power plants or fuel cells to support their projects WITHOUT local municipal or township approval? Data Center companies can build whatever they need to generate power – and the city can do NOTHING ABOUT IT once the data center has been approved per Ohio HB 15.
  • What regulations will City Council impose on the developer of the data center and how will they be enforced?

We urge the Grove City Council Members to listen to the voices of their constituents and the surrounding community. It is imperative that our local government takes action to preserve our environment, protect our property values, and maintain the overall peace within our neighborhoods.

Please sign this petition to let the Grove City Council know that we, the residents of Grove City, Jackson Township, and Pleasant Township, are opposed to the construction of a data center in our community. Together, we can make a difference and ensure a better future for our neighborhoods.

What actions can you take to help stop the development of a data center in Grove City?
