Mae Jones Brothers (Civil Engineering) Co Ltd a’u his-gwmni, Seiont Ltd yn y broses o wneud cais am ganiatâd i osod deg injan nwy i gynhyrchu 20MW o drydan ar adegau brig a hefyd peiriant malu a phrosesu concrit ar safle Chwarel Seiont yng Nghaernarfon.

Mae'r safle wedi'i amgylchynu gan eiddo preswyl cyfagos, ystadau tai, ysbyty Eryri, Clwb Rygbi Caernarfon, Parc Y Dre, Afon Seiont ac ardal o goetir naturiol hynafol.

Mae'r ddeiseb hon i wrthwynebu 'r ddau ddatblygiad hyn oherwydd y risgiau sylweddol a berir i iechyd a lles pobl, ac i'r amgylchedd naturiol.

Llygredd aer: Mae ffatrion brig nwy yn allyrru sawl nwy niweidiol a all arwain at gynnydd mewn clefydau anadlol ac asthma; llid y llygaid, trwyn a'r gwddf; cyflyrau'r galon; a niwed i'r ysgyfaint. Mae cyfleusterau malu concrit yn cynhyrchu "llwch ffogitiol" a deunydd gronynnol a all arwain at niwed i'r ysgyfaint a chlefydau eraill. Bydd pobl sy'n byw gerllaw, cleifion a staff yn Ysbyty Eryri, a phlant ac oedolion sy'n defnyddio'r cyfleusterau chwaraeon yng Nghlwb Rygbi Caernarfon yn anadlu yn y tocsinau hyn.

Mwy o draffig: Bydd y cynigion yn arwain at gynnydd mawr mewn traffig, nid yn unig yn ystod y gwaith adeiladu ond hefyd yn ystod gweithrediad dyddiol parhaus y gwaith malu concrit. Bydd y gweithrediadau hynny'n arwain at gerbydau trwm yn cludo'r concrit i'r gwaith ac oddi yno, gan yrru trwy Caeathro a Pharc Muriau/Ffordd Melin Seiont bob dydd. Y symudiad traffig disgwyliedig yw: 1 lori bob 5 munud, 10 awr y dydd, 5.5 diwrnod yr wythnos.

Difrod i ecosystemau, bywyd gwyllt a bioamrywiaeth: Mae’r ardal coetir hynafol dynodedig, 'Parc y Dre' ac Afon Seiont yn gartref i boblogaethau iach o fywyd gwyllt gan gynnwys dyfrgwn, tylluanod, gwiwerod, ystlumod, draenogod a llwynogod, yn ogystal â phoblogaethau ffynnianus o adar a phryfed. Bydd y datblygiadau yma yn effeithio'n ddifrifol ar y rhain, a'r bioamrywiaeth ehangach o blanhigion ac anifeiliaid y maent yn dibynnu arnynt.

Jones Brothers (Civil Engineering) Co Ltd and their subsidiary, Seiont Ltd are in the process of applying for permission to install a ten engine, 20MW gas-fired electricity generating ‘peaking plant’ and a concrete crushing and processing plant on the Seiont Quarry site in Caernarfon.

The site is surrounded by nearby residential properties, housing estates, the Eryri hospital, Caernarfon Rugby club, Parc Y Dre, the River Seiont and an area of ancient natural woodland. 

This petition is to oppose both of these developments due to the significant risks posed to human health and well-being, and to the natural environment.

Air pollution: Gas-fired peaking plants emit several harmful gases that can lead to increases in respiratory diseases and asthma; eye, nose and throat irritation; heart conditions; and lung damage. Concrete crushing facilities produce “fugitive dust” and particulate matter which can lead to lung damage and other diseases. People living close by, patients and staff in Ysbyty Eryri, and children and adults using the sports facilities at Caernarfon Rugby Club will be breathing in these toxins.

Noise pollution: Both developments would lead to significant on-going noise pollution.  Chronic noise disturbance is known to harm the health of people and wildlife; so we should be worried about harm to the health and well-being of local residents, and of staff and patients in Ysbyty Eryri.

Increased traffic: The proposals will lead to a major increase in traffic, not only during construction but also during the ongoing daily operation of the concrete crushing plant. Those operations will lead to heavy vehicles transporting the concrete to and from the plant, driving through Caeathro and Muriau Park/Seiont Mill Road every day. The expected traffic movement is:  1 lorry every 5 minutes, 10 hours per day, 5.5 days per week.

Damage to ecosystems, wildlife and biodiversity: The area of designated ancient woodland, ‘Parc Y Dre’ and the River Seiont are home to healthy populations of wildlife including otters, owls, squirrels, bats, hedgehogs and foxes, as well as flourishing bird and insect populations. These, and the wider plant and animal biodiversity that they depend on  will all be seriously affected by the proposed developments.  

Contributing to climate change: We face a global climate crisis. The proposed gas-fired peaking plant would emit greenhouse gases that contribute to climate change and fly in the face of the Welsh Government’s target for Wales to meet 100% of its annual electricity consumption from renewable electricity by 2035.

This petition calls on all of the decision makers in Gwynedd Council and in the Welsh Government, with power to affect the final outcome for these proposals, to fully examine and take note of the issues raised in the Caernarfon Lân Objection Documents and to advise/decide against approval of the applications.
