Say NO to the new Judicial Center Plan
The Issue
Dear City Council Members,
WE, THE UNDERSIGNED citizens of Columbus, Georgia, submit this petition to express our deep concerns about the budget and site plan for the proposed new Judicial Center. We understand that the Judicial Center is essential for the community but we believe that certain aspects of the plan are poorly conceived and warrant further consideration.
Our primary concerns include:
Site Plan:
The chosen site plan for the Judicial Center will have negative impacts on the
surrounding buildings and uptown environment.
Most importantly, the arrangement of the complex deviates substantially from what voters were shown, and voted for, during the 2021 SPLOST referendum. That architectural rendering indicated that the new complex would be placed at the center of the historic courthouse square, preserving the broad greenspace along 10 th Street. The new plan, unveiled September 12, eliminates the existing greenspace on 10 th Street and replaces it with a modern, eight-story high-rise building that hovers over multiple historic structures, including Columbus’ National Historic Landmark – the Springer Opera House – which would literally be in the shadows of the new
structure for much of the year.
Finally, the current site plan positions the main structure such that it turns its
back on the Uptown Business District to the north and instead faces south onto a bleak surface parking lot adjacent to Norfolk Southern railroad tracks.
Transparency:
After the SPLOST passed in 2021, the administration failed to inform citizens and neighborhood stakeholders of the dramatic changes to the design resulting from increased construction costs. Prior to unveiling the new design in September 2023, neither the voters nor the stakeholders were provided updates on the status of the project. The City merely pressed forward without community involvement.
The City administration and the architects have unfortunately, on several
occasions, misrepresented the level of involvement and support of stakeholders and voters, suggesting that both have been involved in in the process and are in favor of the plan. That is simply not true.
Legacy:
The City administration and Council have an opportunity and obligation to
approve a new Judicial Center that will serve as a proud and majestic landmark for the next 75 years. Rather than rushing into construction without a thoughtful, coherent plan that takes the neighboring urban environment into consideration, it is essential that the City press “pause”, invite the neighboring Uptown stakeholders into the process and devise a plan with an eye toward both the past and the future. Columbus has an opportunity to design a Judicial Center that will stand the test of time and instill a renewed pride among our citizens.
WE, THE UNDERSIGNED, respectfully call upon the City Council to reconsider
approval of the budget and site plan for the new judicial center. We urge you to insist upon a collaborative and transparent process that produces a solution that benefits both the community and the justice system.
We kindly request that you urge the administration and architects to revisit the current plan and consider alternatives such as: reducing the square footage of the complex, raising additional funding, relocating the judicial center to another site or completely renovating the current historic government center complex.

together to create a judicial center that truly serves the best interests of our
community.
