As a resident of Excelsior, the introduction of paid parking complexities is hurting our businesses and causing unforeseen inconvenience. Visitors are now parking in front of private residences, taking up parking that should be for private residences. When visitors avoid our beloved town due to the fear of expensive parking, it becomes extremely challenging to draw them back. Excelsior, known for its thriving local businesses and picturesque beauty, must not be subdued by such policies. It is essential to remember that for years, free parking has fostered our town's commercial activity and promoted our welcoming atmosphere.
Indeed, according to the American Planning Association, an economic impact review of paid parking demonstrated mixed or negative impacts on local businesses in small towns. Let our town be a beacon of accessibility, not a maze of paid parking hassles.
- Lake Street metered parking remains at current rate of $3.50/hour with 3-hour time limit.
- Water Street converted to Tier 1 metered parking at $3.50/hour with 3-hour time limit.
- Excelsior Boulevard converted to Tier 2 metered parking at $2.50/hour with 3-hour time limit.
- Four street segments added to metered parking system, priced at $2.50/hour with 3-hour time limit.
- All other current metered parking converted from $3.50/hour to $2.50/hour with 3-hour time limit.
- Elimination of first hour free on-street parking policy.
- Strategic placement of short-term pick-up/drop-off spaces.
- Implementation of first-hour free permit for all Excelsior residents and elimination of current downtown resident permit (that allows for free parking in all metered areas).
- Implementation of time-limited residential permit parking areas on blue streets upon request of residents.
- Elimination of current downtown employee permit (that allows for free parking in all metered areas).
- Implementation of overnight parking permit offered in ramp geared to downtown residents and day-use permits in East Lot geared to downtown employees.
- Includes elimination of impact fee but retention of maintenance fee.
