The Issue
Illinois Senate Bill 3336 is bad policy. Far from supporting Illinois’ e‑moto and high‑speed e‑bike community, this bill negatively impacts riders through government overreach that takes away freedom, imposes excessive bureaucracy, and makes life more difficult for law‑abiding citizens who just want to ride.
We ride e‑motos and high-speed e-bikes for freedom. We ride for efficiency. We ride for the joy we get from spending time with friends and family on two wheels. We ride to commute to work, walk our dogs, run errands, and get around safely without a car. Deliveristas use e‑bikes to earn a living and serve our communities. Students ride e‑bikes to campus. People who can’t afford a car or choose not to own one ride e‑bikes everywhere they need to go. E‑motos and high-speed e‑bikes keep our communities moving and provide environmental benefits by taking cars off the road.
SB 3336 does nothing to make Illinois roads safer. In fact, it does just the opposite. The bill punishes riders with new layers of licensing restrictions, administrative red tape, and government control. Some riders have reported waiting months to receive licenses to ride through an already confusing and sometimes arbitrary permitting process. This bill will only make riding illegal for law-abiding citizens who simply want to ride responsibly.
This bill is purportedly being sold as a safety measure. We believe the reality is that SB 3336 would line government pockets, grow an already overzealous police presence, and distract lawmakers from working toward real solutions to the issues affecting Illinois residents. Drugs and violent crime are plaguing Illinois neighborhoods, while lawmakers waste time trying to take away electric bikes.
Personal electric vehicles have been ridden safely for years. This bill doesn’t solve unsafe riding. It doesn’t invest in programs that make a difference. Instead, it attacks our right to ride and empowers government to control how we get around.
