Manly Resident Parking Proposal - Still Unfair Elements to Address

And comments close this weekend! 

(Sorry about the long update but we want to let you know about the issues that still need addressing in the revised parking scheme) 

For the time poor amongst us, Families for Manly has read the revised draft carefully. These are the remaining issues:   

1. Small trucks, vans belonging to residents should not be excluded. A van or a small truck is often the only form of transport a resident has and they should be able to park it.
Yes, exclude vehicles GMV > 4.5 t or a length in excess of 7.5m but not ALL TRUCKS AND VANS.

2. Immediately discontinuing resident trailer permits is both harsh and illogical. Residents should all have access to the same number or permits irrespective of whether they choose to park a car or trailer.  If residents are entitled to two parking permits they should be free to use them on any registered vehicle with a GVM less than 4.5 t and not more than 7.5m long (be it a van, truck, campervan, car, or trailer)  In areas where trailer parking is clearly not appropriate this be managed by street signs  
 
We request Council to allow residents to use their 2 permits on any registered vehicle with a GVM less than 4.5 t and not more than 7.5m long ( be it a van, truck, campervan, car, or trailer) as long as they meet all other eligibility requirements and pay the extra fee for the trailer.
 
3. Having a current drivers licence as mandatory discriminates against the disabled and the elderly. Often residents have cars registered at their address but are driven by neighbours or their carers.
We ask Council to delete the mandatory requirement for a current NSW drivers licence.
 
4. The multi-use permit will be used for tradespeople - yet small trucks and vans are excluded from being able to display a multi-use permit. This needs to be fixed!

5. The current draft will not adequately address the Black Market as no street address has been included on the Multi-Use permits.
Some measure to limit the area in which these passes can operate is necessary to minimise on-selling. We ask Council to include the street name on  the Multi Use permits.
 
6. As drafted the Special Issue parking permits would not work for the service providers like the Manly Womens Shelter. Crisis service providers need access to a multi use permit than can be put in a client’s car when they arrive . People seeking crisis help should not end up with a parking fine to add to their woes. We ask Council to ensure crisis service providers be eligible to apply for Multi-Use Permits.
 
7. We reject the proposed fees as unjust and unfair. The fee structure proposed is a demand model and revenue raising model (as the second and third permits are significantly more expensive than the first). The fees proposed are an effective further rate increase and are inequitable.  Manly residents will receive less amenity for their taxes, not being able to park even one vehicle for free on their street.   We ask Council to provide the first permit for free and to provide a cost recovery fee structure for the balance of the fees.
