Here's my action plan; We make a artificial island big enough for about 1000 otters and we put all the otter's foods there and they live there for a couple years. The island should also be a no-fly and no-boat zone for extra protection, with the exception of a monthly check up by boat. The most reasonable place to put the island would probably be outside of Monterey, CA. Though that can change. It depends  on the area/weather. We can always decide that later. If 5000 or more people join, hopefully something good will happen!
