In Senate Estimates on 1 March we heard ANVAM had not 'yet' provided a credible proposal for 310 St Kilda Rd. The credible proposal that was provided to Government in May 2016 was to leverage the LANDS ACQUISITION ACT 1989 - SECT 122. That is: (2) Land set apart for, or dedicated to, a public purpose under subsection (1) may be vested in trustees upon trust to carry out the purpose for which it is set apart or dedicated. An LAA s.122 decision is for Government alone. It would see 310 St Kilda Rd remain with the Commonwealth but no longer part of the Defence estate; entrusted to veterans through ANVAM for the wellbeing and benefit of all veterans and families.
