The City's failure to provide proper notice for an executive session held on February 22, 2017 to discuss elements the Nickel Plate Trail led to this opinion. This announcement comes on the coattails of a suspicion raised in March of this year that the City of Noblesville may have broken the law by holding a secret meeting to discuss the sale of Seminary Park land to a developer. The PAC also included the following statement regarding Noblesville’s response suggesting that the content of the meeting met the guidelines and standards of the Law - “It is difficult to understand how the City [of Noblesville] could interpret or believe that language to include general economic development discussions among itself.” Clearly, there is some concern that the content of the meeting was likely not within the scope of acceptable executive session parameters. Full details of the PAC's opinion can be found here: https://goo.gl/Qbhj1x The Noblesville Times newspaper first broke this story and it can be read here: https://goo.gl/fj9HWy
