The Issue

The Encompass Transportation Program has been a lifeline for seniors and individuals with disabilities in Connecticut’s Capital Region since 2020, providing nearly 4,000 door-to-door rides every month. This essential service allows riders to access work, school, healthcare, day programs, and visit loved ones—ensuring independence and mobility for those who need it most.

But now, funding for the Encompass Program is set to run out in June 2025. Without urgent action, this vital service will disappear, leaving thousands of vulnerable individuals without reliable transportation.

We are calling on our legislators to support Proposed Bill No. 5479 – An Act Concerning Funding for the Encompass Transportation Program. This bill would provide the necessary funding to keep Encompass running beyond 2025 and continue serving the people who rely on it every day.

Many riders join Encompass as a “just in case” option should they ever need accessible transportation. Others depend on it as their only means of getting to medical appointments, jobs, and social services. Organizations like the Department of Developmental Services (DDS) and the Board of Education Services for the Blind (BESB) regularly refer people to the program because it is a crucial safety net.

Without this program, thousands will be stranded.

Encompass provides freedom and independence, allowing seniors (60+) and individuals with disabilities to book affordable, on-demand rides. If this program disappears, so will their ability to live full, independent lives.

We need our elected officials to act NOW to protect this critical transportation service. Sign this petition and demand that our lawmakers pass Bill No. 5479 to keep Encompass alive!
