The Issue

We are disappointed by the Council’s proposal to close St James Library.
As the community partner that has successfully co-delivered the library service for the past two years, we have worked tirelessly to ensure it remains a vibrant, accessible space for local people. We are proud of what we’ve built at St James. The library is more than a place to borrow books—it’s a lifeline.
Becoming a Community Partner Library wasn’t just about keeping the doors open—it was about reimagining what a library could be for the North End. It gave us the freedom to create a space that actually worked for our community: early years groups, play zones, cooking clubs, quiet corners, craft tables, storytime, support—all under one roof.
But here’s the problem: the success of this new model hasn’t been reflected in how the local authority monitors library usage. Because if you’re only counting log-ins, cardholders, or book loans, you’re missing the bigger picture entirely. You’re missing the parents reading to toddlers on the floor. The teenager printing a CV. The mum attending her first baking class and reading a recipe for the first time.
We know;
- Only 22% of our library users are registered members. Which means 78% of people using the library are doing so informally—without borrowing books, logging into systems, or being counted in the ‘official’ data. And they’re still showing up. Weekly. With the kids. For help. For books. For connection.
- 1 in 3 people in our local community have visited the library in the last year.
- 11 amazing partners delivering activities to over 5500 local children every year.
- A safe vibrant space in an area too often overlooked.
The current proposal removes library services from some of Wirral’s most deprived communities—St James, Rock Ferry, Seacombe, Beechwood, and Leasowe—while assuming that local charities will somehow fill the gap.
So now we need your help to save the library.
