The Issue
BRIEF OVERVIEW : Treveth are looking to redevelop the PZ Gallery and garage set to the side/behind it, pedestrianise part of Coinage Hall St and redevelop/remove most of the existing gardens. This will include 6 new commercial spaces, the building of a new cafe and a number of new 'homes'.
LOCAL ACTIVITIES / SWIMMING : this area is extremely popular with swimmers, locals and tourists - with the Jubilee Pool, Battery Rocks, new swimming pontoon, Abbey Slip and prom all in the immediate area. The proposal would see approx. 15 free on-street parking spaces removed and pedestrianised. It isn't entirely clear but it looks like a few spaces would also be lost in the car park. New housing would see additional pressure put on the existing parking in the area...particularly free on-street parking.
GOLOWAN : The Golowan Festival uses Coinage Hall St for diverted traffic during periods of the festival. The pedestrianisation of half of Coinage Hall Street could cause major traffic problems or a complete re-structuring of the festival and/or traffic chaos.
NEW CAFE : The current proposal includes a new cafe/restaurant. This would block some of the views of St Michael's Mount from the garden area. The Jubilee Pool and Exchange Gallery are in very close proximity, both are publicly funded and both part-rely on the revenue from their cafes. A new cafe would be in direct competition with these facilities and a high number of similar businesses, in the local area. It also looks very much like the reason for a new cafe might be to simply increase the value to the new 'homes', at the expense of existing local businesses.
HISTORY OF THE GARDENS / MORE INFO : This unique walled garden between the former Pz Gallery and Jubilee Pool was gifted to the people of Penzance from The Bolitho Estate.
The developers Treveth (the development arm of Cornwall Council) are threatening to completely remove the ancient walled gardens.
This labyrinth like walled garden encompasses visible relics of an ancient chapel which formed the birth place of Penzance.
This is the holy headland and Treveth want to remove these ancient walls which provide a fantastic sheltered environment for a whole host of habitats, including gold finches, dragonflies, lunar moths, thirty species of beetles and rabbits. The radiant heat from these walls also support a whole host of unusual plant life.
It has the largest spun granite in the world, from Heamoor and delivered by horse-drawn haulage firm. A time capsule from the 1800s was placed under it. Sadly due to neglect information plaques have been removed and not replaced, so few people are aware of St Anthony Gardens special history.
The gardens are located in a prominent position at the heart of Penzance and its wonderful seafront where you can see both sides of Mounts Bay.
With vision and care St Anthony's Gardens could be made into a beautiful public garden, a real local asset once more. If Treveths' plans are passed this historic site will lose its character and resemble a generic development more in keeping with Milton Keynes than Penzance.
