We, concerned citizens, parents,  students strongly oppose the Maharashtra government's decision to forcibly convert state-run SSC board schools to the CBSE curriculum. This top-down imposition is not only undemocratic but threatens to weaken public education, increase inequality, academic pressure and erase regional identity.

🔴 PART 1: Imposition of CBSE on SSC Board – Issues & Consequences

  1. No Choice Given

No parent, student, teachers etc. demanded CBSE pattern to be followed in SSC Board
SSC board students and parents were not consulted. CBSE is being forced, without the option to continue with SSC.
It is with choice the parents have admitted their wards to SSC board schools.
Government should respect their choice and not impose the CBSE curriculum on SSC Board.

2. Higher Academic Pressure

CBSE is rigid and centralized, focused on competitive exams.

Not every student will appear for competitive exams and in this declining pattern of government jobs it will have no value.
SSC schools, by contrast, are more regionally tuned and inclusive.

SSC students, struggling to cope with the tougher syllabus and assessments may lose confidence, especially from rural/vernacular backgrounds, may struggle or drop out.

3. Spike in Fees & Hidden Costs

CBSE affiliation increases costs: books, coaching, and infrastructure.
Poor and middle-class families cannot afford and due to the syllabus difficulty, parents may enrol their children in private tuitions, adding to the financial strain.
🧍‍♂️Example: In Pune, parents protested when an SSC school switching to CBSE increased fees from ₹25,000 to ₹70,000.

4. Devaluation of SSC Certification

SSC प्रमाणपत्राचे अवमूल्यन
Phasing out SSC sends a signal that it’s a "lesser" form of education, which could stigmatize students from SSC backgrounds and reduce their opportunities in the job or college admissions space.
SSC board students are also bright they have reached academic heights becoming Doctors, Engineers, PHD holders etc.

Government should not undermine the value of its own SSC board education. Maharashtra Board is well respected in the country

5. Mismatch in Academic Calendar

CBSE schools begin in hot April months, causing mental and physical fatigue for students. This calender is not suitable for Maharashtra climate

SSC calendar, from June to April, is better suited to Maharashtra’s climate and this should be continued.

Exams should be completed by 10th of April. It’s a crime to call the students to school till April end.

6.Erosion of Regional Identity

SSC promotes Marathi language, culture, and local history.
CBSE model may not be suitable for a diverse country like India, leading to loss of regional content and language relevance.

7. Teacher Displacement & Job Insecurity

SSC teachers are not CBSE-certified. Many may lose jobs or be pushed into contractual roles.
In order to accommodate CBSE certified teachers the Fees might also be increased as the teachers from CBSE background will be in demand and will come at a higher salary.
Massive teacher vacancies remain unfilled even as contractual hiring continues.
In April 2025, Maharashtra had an estimated 7,000 unfilled teacher vacancies.

8. Privatization in Disguise

CBSE transition is a step toward the commercialization of education, which could detract from social justice goals and the right to free and fair education for all.

9. Public & Political Opposition

NCP (Supriya Sule), Congress, Vanchit Bahujan Aghadi, Shiv Sena (UBT), Maharashtra Navnirman Sena have opposed the move.
Teacher unions, educational experts, and parents are also protesting.

🔴 PART 2: Failures in SSC Board Management

1. School Closure

Over 1,300 schools shut due to low enrolment (under 10 students).
Education is a service and a right, it is not for earning profit.

Even if there are 2 students that school should continue as it ensures development of citizens in that area.

Criticized by NHRC for violating Right to Education Act

2. Delayed Appointments & Vacancies

Over 7,000 + teaching positions unfilled.
Preference for contractual teachers over permanent recruitment worsens quality.

3. Withheld Funds

₹1,800 crore in RTE reimbursements pending.
Aided schools are struggling or shutting down due to lack of funds.

⚠️ PART 3: Concerns with NEP (National Educational Policy) 2020 – Systemic Risks

  1. Centralization of Education

NEP shifts control to central authorities (NTA, HECI), reducing state autonomy.
Risks undermining local boards like SSC.

2. Privatization Push

Reduces the role of government in ensuring equitable education and encourages commercialization of education.
Government should provide free education till graduation as it is the state’s responsibility, instead it looks as if government wants to shrug off its responsibilities.

3. Equity Gaps Ignored

NEP lacks clear steps on reservations, caste-based access, drop-out prevention.

4. Language Divide

Focus on Hindi-English in NEP creates a two-tier system, leaving vernacular students behind.

📣 Conclusion: The CBSE imposition on SSC Board and NEP (National Education Policy) 2020 rollout threaten to undermine public education, displace regional identity, and deepen educational inequality in Maharashtra.

🗣️ We Demand:

Immediate halt to the forced implementation of CBSE in SSC schools.
A transparent public consultation with teachers, parents, and education experts.

Respect the choice
Government should provide free education till graduation

Protection of regional languages, history, and diversity in education.
Clear policies to prevent educational privatization and ensure equitable access for all students.

✍️ Sign this petition to protect the future of Maharashtra’s students!

Education should empower, not exclude. We must defend the right to free, accessible, inclusive, and locally relevant education.

Let us stand together to stop the CBSE imposition on SSC schools and preserve the educational dignity of Maharashtra.
