THE ISSUE

In February 2025, it was announced in national media by Penang Chief Minister Chow Kon Yeow that the North Coastal Pair Road (NCPR) spanning from Tanjung Bungah - Batu Ferringhi - Teluk Bahang was to commence work in early 2026. The road is cited to be 10.61km long and 70% of the road to cut through the hills along this stretch. 

It was reported that the alignment had been modified to also now extend out onto the sea as part of the route and continuing through the hills for the rest of the proposed road. 

The road will start at Jalan Lembah Permai, Tanjung Bungah and end in Teluk Bahang. 

THE CONCERNS

 

1  Lack of Transparency and Democratic Process

Residents have not been properly briefed; no town halls, detailed maps, or technical documents have been shared. Only artists impressions
Where is the EIA report? Where/When are the public consultations?
For such a big scale project, we need more public engagment


2. Environmental and Ecological Risks

The proposed road cuts through fragile coastal hills — many are steep and geologically unstable.
Risk of deforestation, habitat loss for wildlife, and long-term ecological damage.
Likely to impact the Penang Biosphere Reserve zone — which is supposed to be a model of sustainable development.
Once nature is destroyed, it cannot be reversed.

3. Health and Safety Hazards During Construction

Proximity of the construction zone to high-density residences poses risks:
Air pollution from cement dust and diesel,
Noise pollution and mental stress,
Possible slope failures or water table disruption.
Many elderly and vulnerable residents live here

4. Financial and Structural Risks to Property

Vibrations from blasting or earthworks may affect condo foundations — especially those built close to hill slopes.
Residents fear loss of property value, insurance issues, and higher maintenance costs due to structural damage.
Buyers will avoid the area during and after construction


5. Impact on Tourism and Community Liveability

Batu Ferringhi and Tanjung Bunga have long been known for their charm and natural beauty.
A four-lane highway slicing through this jungle area will change that forever.
Local tourism, including landmarks like Tropical Spice Garden, could suffer severely.

We are not "anti-development" but are pro-transparency, pro- Penang and pro-sustainable long-term alternatives!

NEXT STEPS

All residents and concerned parties, to demand for an immediate halt of the NCPR including the coastal and hill slope developments along the proposed route until full disclosures are made.
Demand for Town Hall briefings and engagement sessions in Tanjung Bungah, Batu Ferringhi & Teluk Bahang.
Demand for a full public release of engineering alignment reports and EIA studies
Get involved with the existing task force group in developing an alternative sustainable route that seeks to address ALL communities and government concerns around the areas mostly of connectivity and liveability. 
 
By signing this petition, we affirm our stance on halting the NCPR and all projects along this stretch until full disclosure on assessments and studies has been made  and there has been authentic public engagement to safeguard our natural resources, public health and livelihoods for the current and future generations.
