Save Parkchester from mismanagement before it's too late!

The Issue

Dear Letitia James,

We need your support in addressing the dire quality of life issues residents of Parkchester North and South Condominium are facing. Residents living in the North and South Condominiums have contacted management and the board to no avail to address massive quality of life issues that exist in our community.

If we receive enough support to alleviate issues with management and the board, conditions will improve, and it will help approximately 40,000 people who live in more than 12,000 apartments and work in over 100 businesses. If we do not receive enough support, people will be left with a hard choice to leave the homes they have lived in for decades; many of whom are on a fixed income, and are elderly and disabled. As conditions worsen, more and more rental units owned by Parkchester will remain vacant; and this will negatively impact the condominium's budget, which will put a further strain on unit owners to make up for the reduced rental income. Unit owners have the power to remove board members, and the board can remove management. With your help, we can get this done and improve the conditions for every resident.


Below is a list of the major ongoing quality of life issues:

  •  Non-functioning elevators in several buildings, impacting all residents, including tenants with mobility issues, senior citizens, and tenants using wheelchairs and walkers. One elevator was even shut down because the NYC Department of Buildings deemed it unsafe.
  •  
  •  Inoperable elevators in all commercial parking facilities also impacting all residents, especially those listed above.
  •  
  • Heat Issues: Boiler malfunctions multiple times throughout the winter, leaving tenants
    without heat for multiple days, and hot water shutdowns.
  •  
  • Garbage Disposal: Hazardous conditions/fire hazard due to poor trash management, which attracts vermin.
  •  
  • Lack of Repairs/Maintenance in apartments and public areas of the complex including water filtration, abnormal noise and vibrations from the water pump stations, mold, and leaks just to name a few. Residents often wait months for these issues to be fixed. At times, the apartment will stay half repaired for months with holes in the walls or missing kitchen cabinets.

  •  Lack of transparency: Owners have no direct access to contact elected board members in a private manner; management screens all the correspondence to the board. Owners cannot get copies of board minutes.
  •  
  • Lack of fiscal responsibility: In addition to annual maintenance and rent increases, Parkchester has borrowed an alarming amount of money, we want to know where the money is going.
    • Parkchester North Condominiums income was $38,013,259
      in 2020.
    •  There are outstanding loans generated from the 2003 renovations in the North and South Condominiums such as: window, electrical, and plumbing upgrades that individual condo owners are obligated to pay in addition to their monthly common charges, which is generating additional financial obligations for working-class individuals, and families.
    • Outstanding complaints filed by residents resulting in massive fines can be viewed on the DOB and HPD sites.

We need your help with investigating the mismanagement of Parkchester North and South Condominiums, in addition to investigating the finances, and expediting repairs in the complex. Owners and renters have suffered enough.
