The Issue

Every day across Texas, California, Florida, and Georgia, thousands of perfectly healthy, sweet, and treatable companion animals are euthanized. They aren't losing their lives because they are sick or aggressive. They are losing their lives simply because of a lack of kennel space, shelter overcrowding, or outdated municipal rules.This is a heartbreaking crisis of convenience, not necessity. It is time to replace convenience with compassion.

My name is Kelly Butler, and I am launching Friday’s Law: The Companion Animal Protection and Accountability Act to modernize our animal welfare laws and give every healthy, treatable, or rehabilitatable animal a real chance to live.

The Problem

Right now, our state shelter systems are broken. Local shelters are forced to make life-or-death decisions based on budget limitations or a ticking clock. To make matters worse, vulnerable populations—like low-income families and the unhoused community—are often forced to surrender their beloved pets to these overcrowded facilities because they cannot afford basic veterinary care or find pet-friendly housing.We are dumping innocent animals into a system that is already drowning.

The Solution:

What Friday’s Law Will Do

Friday’s Law is a comprehensive, common-sense legislative proposal designed to tackle the shelter crisis from every single angle. By signing this petition, you are demanding that state lawmakers pass legislation that will:

End Space-Related Euthanasia: Ban the killing of healthy animals due to overcrowding, length of stay, age, or breed stereotypes.

Mandate a "Rescue First" Policy: Require shelters to give licensed rescue organizations a 48-hour right of first refusal before any animal is euthanized.

Enforce Absolute Transparency: Force public shelters to publish annual, clear data on intake, adoptions, and exact reasons for euthanasia.

Keep Vulnerable Families Together: Mandate that new public emergency shelters allow the unhoused community to co-shelter with their pets, keeping families whole.

Launch the Companion Welfare Fund: Establish a state-funded program providing free spay/neuter surgeries, microchipping, and core vaccines to low-income and unhoused residents, stopping accidental street litters before they start.

Strengthen Cruelty Penalties: Crack down on animal dumping, severe neglect, and intentional abuse with severe legal consequences and animal ownership bans.

Our Goal

Friday’s Law is not about eliminating euthanasia in every single circumstance. It honors public safety and permits humane euthanasia when a licensed veterinarian certifies that an animal is terminally suffering.Instead, this law is about ending unnecessary killing when safe, humane alternatives exist. Because every life deserves a chance.
