The Community Plan Update Ad Hoc Committee finalized its recommendations to the board and they are NOT protecting our single family and du/tri/fourplex homes! Instead, they are trying to protect the commercial corridors, leaving our residential neighborhoods open to upzoning! You can read the final motion here: Ad Hoc Motion Final
The board will vote on this recommendation during the Tuesday meeting and we need you there to tell them that we stand firmly against any proposals to upzone our residential properties.
Please join our rally before the meeting at 5:30PM - we need to make enough noise to let the board know that we reject any upzoning of our residential neighborhoods.

Dear Neighborhood Council Board Members,
I strongly oppose any upzoning of residential properties in Westchester Playa.
Mayor Bass' Executive Directive No. 1 specifically safeguards R1 single-family homes and more restrictive zones; the City needs to rezone our properties to allow for 100% Affordable Housing developments and the like. The Mayor revised the ED-1 to include these protections for a reason and the fact that the city is upzoning our properties to get around these important protections raises many ethical concerns and suggests the city may be engaging in immoral and unethical behavior - this is arbitrary and capricious.
Currently, 635 individuals have signed the Osage petition, which underlines the demand for our R1 lots to remain as R1 and our R2 lots to remain as R2. We stand firmly against any upzoning of our properties that would compromise the safeguards outlined in the Mayor's executive order.
Councilmember Raman's motion aims to promote affordable housing in areas of high opportunity. It's crucial to note that CD11 stands out as one of the most affluent districts in Los Angeles County. Conversely, Westchester is situated at the lower end of the economic spectrum within CD11 and is slated to receive a significant portion of upzoning. This allocation distribution raises concerns of discrimination.
The proposed zoning alteration in Westchester would permit the construction of high-density housing without the safeguards provided by the Mayor's ED-1 initiative, all to fulfill the district's obligations. Furthermore, this zoning change would expose our properties to potential impacts from the proposed Affordable Housing Opportunity Zones (AHOZ).
We endorse the "One Voice'' plan proposed by the Alliance - Westchester Playa and Preserve Westchester. We believe there are numerous strategic and sensible locations for the creation of high-density housing that does not entail the disruption of established residential communities. The neighborhoods under consideration are inhabited by a diverse range of residents, many of whom intentionally chose to purchase homes in areas where high-density apartment complexes were not part of the landscape.
If these high-density developments are introduced into our neighborhoods, it could lead to a reduction in homeowners' property values, resulting in adverse financial repercussions.
We request the Board Members make the recommendation to Councilwoman Traci Park to instruct the planning department to exclude residential density districts from the CPU draft plans. We firmly oppose any attempts to upzone our residential properties and thus eliminate the protections afforded by the Mayor's executive order.
