The Issue
The government has announced a plan to dissolve several departments under the Ministry of Climate Change and Environmental Coordination, including the Islamabad Wildlife Management Board (IWMB) , Environmental Protection Agency (EPA) and others.

This decision threatens the future of the Margallah Hills National Park, a crucial ecological zone home to diverse flora and fauna. IWMB was formed as custodian of this national treasure under Section 4 of the Islamabad Wildlife (Protection, Preservation, Conservation and Management) Ordinance of 1979 & exists in line with Islamabad Nature Conservation and Wildlife Management Act, 2024. Islamabad Wildlife Management Board has been exemplary in its duty, fostering biodiversity and maintaining ecological balance in the protected region.
Margallah Hills National Park is not just a local wonder but a significant ecological asset for Pakistan. It spans over 17,386 hectares and hosts a wide range of habitats, including forests, grasslands, and wildlife. Since its designation as a national park in 1980, it has provided refuge to numerous species like the common leopard, barking deer, Indian pangolin and various birds such as the Kalij Pheasant, partridges, Indian pitta, paradise Fly catcher and white-cheeked bulbul. The Islamabad Wildlife Management Board's effectiveness in managing these lands is evident from their successful conservation programs, community engagement, and strategic partnerships. Some of IWMB's works include:
- Control of Illegal Hunting and Poaching
- Regular Patrolling and Surveillance for Park and visitors protection
- Control of degradation & encroachments
- Awareness & education programs including trainings for volunteers
- Community-Based Conservation Program (e.g Kachnaar harvesting)
- Research on Wildlife and their Habitat
- Cleanliness of Trails “My Waste, My Responsibility” in collaboration with Friends of Margallah Hills National Park
- Re-wilding of Margallah Hills ridge in collaboration with WWF-Pakistan
- Promotion of Eco Tourism in national park (e.g the leopard zone guided tours)
Therefore, this planned dissolution of this board (IWMB) would jeopardize years of progress in preserving this protected area. Removing the custodianship from knowledgeable and experienced hands might lead to mismanagement, over-exploitation, and environmental degradation. It is crucial to preserve the structures that safeguard our natural heritage. With proper funding and support, this board not only protects wildlife but also promotes sustainable tourism and environmental education.
Pakistan is already facing the brunt of climate change, with increased incidents of flash floods, heatwaves, and droughts. It is essential to strengthen, not weaken, the bodies that protect our environment. The dissolution of these departments could be a step back for environmental conservation in Pakistan.
We urge the Prime Minister and President of Pakistan to reconsider this plan and retain the Islamabad Wildlife Management Board.
