I object to the proposal under the material considerations listed from the Edinburgh Local Development Plan 2016 and associated guidance. In summary, the proposed development will:
1. Adversely impact on surrounding buildings, many of which have B and C listed status, (Policy Env3).
2. Bring the total number of student bedrooms in the locality to 2055, including those in use, being built, or consented, representing overconcentration in this area (Policy Hou 8).
3. Add to an excessive concentration of students for the area with associated challenges set out in the Student Housing Guidance (page 6). Site is unsuitable as the nearest university campus is 1.2 miles away.
4. Dramatically reducing the number and diversity of the retail and hospitality businesses available in the Jock’s Lodge Local Centre (Policy Ret 5).
5. Exacerbate existing over-demand for GPs, with almost 200 additional transient residents, as there is no evidence these would register with their university, as stated (Policy Hou 10).
6. Seriously undermine the potential of Jock’s Lodge, a designated local centre, to become a fully functioning 20-minute neighbourhood.
7. Dominate the junction through scale of structure as per the Developers’ own sketches. It will match the height of the opposite tenements but due to the elevation of the Jock’s Lodge site being 7m lower, and with no pitched roof, it will dominate all existing structures. (Policy Des 1, Policy Des 4).
8. Use modern building materials and detailing which contributes in a negative way to the surrounding area, out of keeping with existing character (Policy Des 4).
9. Have an unenforceable ‘zero-car’ policy, likely exacerbating existing parking issues in the area, (Policy Tra 2 [b]).
10. Have inadequate access for people with disabilities (Policy Tra 2, Policy Des 5 (b)): Lack of car park spaces.
11. Not provide a sustainable long-term housing solution to meet the city’s housing needs due to the difficulties in converting PBSA into standard residential housing (Policy Des 5 – Development Design – Amenity, [b])
