Save ICS from closing

The Issue

For over twenty-six years, Independence Care System (ICS) has been a beacon of hope for thousands of New Yorkers with physical disabilities, providing disability-competent care management and support. This invaluable service has enabled many to lead healthy, independent lives and remain connected to their communities. The proposed closure of ICS is a direct threat not only to these critical services but also to several essential programs including 'On A Roll,' a nationally recognized wheelchair seating and mobility clinic, and 'Thrive,' a Social Adult Day Program that combats isolation.

Governor Kathy Hochul and the New York Department of Health, it is imperative to recognize the unique and irreplaceable role that ICS plays in the healthcare landscape of New York. To avert its closure and preserve these indispensable services, we urge the immediate implementation of several initiatives:

1. Support bridge funding of $4 million over a span of 2 years for ICS as part of the 2026 budget. This investment will ensure that ICS can continue its operations and service provision without interruption.

2. Support an emergency Health Home rate for ICS, until the Department of Health can establish an appropriate and sustainable payment structure for the specialized services required for needs of physically disabled individuals.

3. Advocate for the passing, funding, and implementation of Senate Bill S1918 and Assembly Bill A9205. These legislative measures are designed to safeguard the services provided by ICS.
