PMC is planning to build 2 elevated water tanks and one massive ground level tank on Hanuman Tekdi behind Fergusson and BMCC colleges. The elevated tanks will be 62 ft in height and will be supported by 10 – 15 pillars. A 3 m compound wall will be built all around the tanks cutting off access of almost 1 hectare of the tekdi to the public. An approach road is also planned to provide access to the site.

Since this is Reserved Forest land, PMC has got all the necessary clearances from the Forest Dept and Ministry of Environment under Forest Conservation Act (FCA). Excavation on one part was already done in 2017.

No one disputes the need for water; however, it is critical to explore all possibilities of minimising damage to the tekdi.

Pune's tekdis are like natural overhead water tanks! - they contain natural streams and aquifers that recharge Pune's groundwater. Excavation on these hills will lead to disruption of the aquifer systems which will impact bore wells in and around Deccan Gymkhana and Model Colony. The city is rapidly losing its open spaces and Pune's tekdis are classified as 'open space' in the Development Plan. Losing one hectare of a public open space accessible to all citizens will be a significant loss. The new Development Plan for Pune already shows a vastly reduced open space per person of just 3 sqm which is far less than the 8 -10 sqm as per UDPFI norms.

Around 140 trees will be cut for this project. Given PMC’s poor record on compensatory plantation and survival, these trees will be permanently lost.

 

Our requests to PMC

1. Please conduct a water audit for the city under the aegis of a special Water Committee, headed by the Divisional Commissioner, as mandated by several NGT orders in 2017 and 2023.
2. First complete construction on the area which was already excavated in 2017, before excavating the other part of the tekdi.
3. Look for structural designs that can optimally place the elevated tank above the ground level tank which will save a large part of the tekdi from destruction. Double decker tanks are being constructed in Nagpur and this model could be replicated here.

Until all possibilities for minimizing the destruction on tekdi are explored, PMC must not begin any construction activities on the hill.

Pune’s tekdis are public green spaces, where people of all ages, rich and poor, come for physical exercise. It is important to preserve them for future generations as ‘Natural Heritage’.

हनुमान टेकडी वाचवा!

पुणे महानगरपालिका BMCC  आणि फर्ग्युसन महाविद्यालयाच्या मागील हनुमान टेकडीवर एकूण ३ पाण्याच्या टाक्या बांधण्याचं नियोजन करत आहे. त्यातील २ टाक्यांची उंची ६२ फूट  असेल आणि एका टाकीसाठी १०-१५ खांबांची आवश्यकता असेल. आणि एक टाकी जमिनीलगत बांधली जाईल. 
टाक्यांच्या भोवती ३ मीटर कुंपण बांधण्यात येणार आहे ज्यामुळे जवळपास १ हेक्टर भाग लोकांना वापरता येणार नाही. त्याचसोबत टाक्यांकडे जाण्यासाठी टेकडीवर रस्तादेखील बांधला जाणार आहे. 

ह्या जमिनीस वन संरक्षण कायद्याअंतर्गत राखीव वन म्हणून संरक्षित असल्याने पुणे महानगरपालिकेस वन विभाग आणि केंद्रीय पर्यावरण मंत्रालयाकडून आवश्यक त्या सर्व परवानग्या मिळाल्या आहेत. सदर कामासाठी एका भागात २०१७ मध्ये उत्खनन अगोदरच पूर्ण झाले आहे. 

पाण्याच्या गरजेबाबत कुणाचेच दुमत नाही. परंतु टेकडीचे नुकसान करण्याच्या सर्व शक्यता तपासणे अत्यंत महत्त्वाचे आहे. 

पुण्यातील टेकड्या ह्या स्वतःच एक नैसर्गिक ओव्हरहेड पाण्याच्या टाक्या आहेत! - त्यामध्ये नैसर्गिक पाण्याचंही  प्रवाह आणि भूजल साठे आहेत. ह्याससर्वांमुळेच पुण्याच्या भूजलाचे पुनर्भरण होते.  
ह्या कामासाठी जे उत्तखनन होईल त्यामुळे ह्यास बाधा निर्माण होऊन त्याचा परिणाम डेक्कन आणि मॉडेल कॉलनी परिसरातील बोअरवेलवर होईल.

शहरातील मोकळ्या जागा झपाट्याने कमी होत आहेत. विकास आराखड्यानुसार पुण्यातील टेकड्यांस  'मोकळ्या जागा' म्हणून वर्गीकृत करण्यात आले आहे. नवीन विकास आराखड्यानुसार मोकळ्या जागा ह्या प्रचंड प्रमाणात कमी झाल्या आहेत. UDFPI च्या निकषानुसार प्रति व्यक्ती ८-१० चौरस मीटर मोकळी जागा असणे अपेक्षित आहे. आणि सध्या प्रति व्यक्ती फक्त ३ चौरस मीटर मोकळी जागा आहे जी आवश्यक निकषांपैकी प्रचंड कमी आहे. आणि त्यात सर्व नागरिकांसाठी सार्वजनिक उपलब्ध असलेली १ हेक्टर मोकळी जागा गमावणे हे खूप मोठं नुकसान आहे. 

ह्या प्रकल्पासाठी साधारण १४० झाडे तोडली जाणार आहेत. आणि आपल्याला महानगरपालिकेचा नुकसान भरपाई म्हणून करण्यात येणाऱ्या वृक्षरोपण आणि संवर्धनाचा विक्रम  माहिती आहेच ! त्यामुळे ही  झाडे कायमचीच नष्ट होणार आहेत. 

महानगरपालिकेस आमच्या पुढील विनंत्या आहेत - 

1. राष्ट्रीय हरित लवादाच्या २०१७ आणि २०२३ आदेशांनुसार बंधनकारक असलेली विभागीय आयुक्तांच्या अध्यक्षतेखाली ‘विशेष जल समिती’ स्थापन करून पाण्याचे ऑडिट करावे.
2. कुठल्याही नवीन ठिकाणी उत्तखनन सुरु करण्याआधी २०१७ मध्ये जिथे कमी सुरु केले होते ते आधी पूर्ण करण्यात यावे.
3. स्ट्रक्चरल डिझाईन्सनुसार  जमिनीलगत बांधण्यात येणाऱ्या टाकीवर उन्नत टाक्यांच (elevated) बांधणे शक्य आहे. ह्यामुळे टेकडीवरील बराच मोठा भाग नुकसान होण्यापासून वाचेल.  ह्या डबल डेकर मॉडेलची अंमलबजावणी नागपूरमध्ये ह्या अगोदरच झालेली आहे. त्यामुळे हे पुण्यामध्ये देखील करणं शक्य आहे.  

जोपर्यंत टेकडीचे नुकसान कमी करण्याच्या सर्व शक्यता तपासल्या जात नाहीत तोपर्यंत महानगरपालिकेने टेकडीवर कुठल्याही प्रकारचे बांधकाम करू नये. 

पुण्यातील टेकड्या ह्या सार्वजनिक हरित क्षेत्रे आहेत जिथे सर्व वयोगटातील, श्रीमंत आणि गरीब, व्यायामासाठी येतात. त्यामुळे ह्या  'नैसर्गिक वारश्याचे' भावी पिढ्यांसाठी जतन करणे अत्यंत महत्त्वाचे आहे.
