ডুমুরজলা বাঁচাও, আমাদের ভবিষ্যৎ বাঁচাও! Save Dumurjola, Save Our Future!
‘হাওড়ার ফুসফুস’ হিসাবে পরিচিত ডুমুরজলা মাঠ ও তার সংলগ্ন এলাকা, যা বিগত প্রায় ৭৫ বছর ধরে হাওড়ার স্থানীয় মানুষ খেলাধুলা, শরীরচর্চা এবং অবাধ বিচরণের জায়গা হিসাবে ব্যবহার করে এসেছেন, ক্রমশ বেআইনি বাণিজ্যিকীকরণ, একাধিক পরিবেশবিধি লঙ্ঘন এবং কর্পোরেট বেসরকারিকরণের ফলে আজ ধ্বংসের মুখে। স্থানীয় মানুষ আজ সেখানে ব্রাত্য।
আমরা, আমাদের দাবি বিগত সরকারের আমলেও জানিয়েছিলাম, কিন্তু তাতে কোনও কর্ণপাত করা হয়নি। বর্তমানে রাজ্যে নবনির্বাচিত সরকার আসার পর আমরা পুনরায় আমাদের দাবিগুলি তুলে ধরতে চাই। আশা করি, নতুন সরকারপক্ষ এলাকাবাসীর ন্যায্য দাবিগুলি গুরুত্ব সহকারে শুনবেন এবং সদর্থক পদক্ষেপ গ্রহণ করবেন।
ডুমুরজলায় প্রধান কিছু আইনি ও পরিবেশগত অনিয়মের নমুনা
- বেআইনি বেসরকারিকরণ ও সাধারণ মানুষের প্রবেশাধিকার হরণ : স্থানীয় ছেলেমেয়েদের ফুটবল ও হকি খেলার মাঠ লোহার বেড়া দিয়ে ঘিরে সেই জমি Cricket Association of Bengal (CAB) এর মতো বেসরকারী কর্পোরেট সংস্থার হাতে তুলে দেওয়া হয়েছে। যে মাঠ থেকে বছরের পর বছর একাধিক প্রখ্যাত ফুটবল ও হকি খেলোয়াড় উঠে এসেছেন, সেই মাঠে এখন স্থানীয় খেলোয়াড়দের প্রবেশ নিষেধ। প্রসঙ্গত উল্লেখ্য, হাওড়া শহরে ডুমুরজলার মতো সাধারণ পরিবার থেকে আসা ছেলেমেয়েদের খেলাধুলার আর কোনও মাঠ নেই। ক্রীড়াচর্চার একমাত্র মাঠ কেড়ে নেওয়ায় রাজ্যের বহু প্রতিভা অচিরেই হারিয়ে যাবে।
- নির্বিচারে পরিবেশ ধ্বংস : খেলোয়াড়দের ড্রেসিংরুম নির্মাণের জন্য নির্বিচারে গাছ কাটা, মাঠের উপর কংক্রিটের রাস্তা ও অন্যান্য অবকাঠামো তৈরি, জলাভূমি ভরাট করা, জমির ব্যবহারের চরিত্র পরিবর্তন–এইসবই স্থানীয় বাস্তুতন্ত্রকে ধ্বংসের দিকে এগিয়ে নিয়ে যাচ্ছে। দেশের অন্যতম দূষিত শহরের শিরোপাপ্রাপ্ত হাওড়া শহরের করুণ নিকাশি ব্যবস্থা এর ফলে আরও তলানিতে পৌঁছে যাবে অচিরেই।

সৌন্দর্যায়নের নামে বাস্তুতন্ত্রের ক্ষতি : ডুমুরজলা এলাকায় সৌন্দর্যায়নের নামে অবৈজ্ঞানিকভাবে প্রচুর গাছের গায়ে LED আলোর Strip জড়ানো আছে যা সারারাত জ্বালা থাকে। এইভাবে আলো জ্বেলে রাখার ফলে গাছে বসবাসকারী পাখি ও কীটপতঙ্গদের স্বাভাবিক জীবনচক্রে ব্যাঘাত ঘটে, যার সুদূরপ্রসারী প্রভাব পড়ছে এলাকার বাস্তুতন্ত্রে।

রাস্তা ও ফুটপাথ বেদখল : ডুমুরজলার চারপাশের ফুটপাথ ও রাস্তায় একাধিক বেআইনি অবকাঠামো, ফেলে রাখা বিপুল পরিমাণ নির্মাণ সামগ্রী, একাধিক অবৈধ গ্যারাজ ইত্যাদি গড়ে উঠেছে, যার ফলে পথচারী ও স্থানীয় মানুষদের হাঁটাচলা ক্রমশ বিপদসঙ্কুল হয়ে উঠছে।
- হেলিপ্যাডের নামে মাঠদখল : এককালে যে ডুমুরজলার যে অংশ অ্যাথলেটিক মাঠ হিসাবে পরিচিত ছিল, তার সিংহভাগ ভিআইপি হেলিপ্যাড, সংলগ্ন রাস্তা ও পুলিশ কোয়ার্টার তৈরির নামে স্থানীয় অ্যাথলিটদের থেকে কেড়ে নেওয়া হয়েছে। স্থানীয় অ্যাথলিটদের ট্রেনিঙের মাঠ এবং কংক্রিটের রাস্তা, একাধিক লোহার বেড়া এবং ভিত্তিহীন ‘সৌন্দর্যায়নের’ হাতে বন্দী।
কেন আমরা এর বিরোধিতা করছি
গত বেশ কয়েক বছর ধরে চলে আসা উল্লিখিত এই সমস্ত কর্মকাণ্ড সম্পূর্ণ বেআইনি; কারণ এগুলি পরিবেশ সুরক্ষা আইন (Environment Protection Act), পশ্চিমবঙ্গ অভ্যন্তরীণ মৎস্যচাষ আইন, ১৯৮৪ (West Bengal Inland Fisheries Act, 1984), পশ্চিমবঙ্গ ভূমি সংস্কার আইন (West Bengal Land Reforms Act) এবং অন্যান্য কেন্দ্রীয় ও রাজ্য আইনের বিভিন্ন ধারা অনুযায়ী সম্পূর্ণ বেআইনি।
'অঙ্কুর শর্মা বনাম পশ্চিমবঙ্গ রাজ্য' (মূল আবেদন নং ৩৩/২০২২/ইজেড) মামলায়, ন্যাশনাল গ্রিন ট্রাইব্যুনাল (NGT) স্পষ্টভাবে রায় দিয়েছিল যে, এই ৫৩.৩৪ একরের প্রকল্প এলাকার মধ্যে ঠিক ১১.৫২৫৫ একর জলাশয় কঠোরভাবে সংরক্ষণ করতে হবে। এনজিটি (NGT) পশ্চিমবঙ্গ হিডকো (WBHIDCO)-কে অত্যন্ত কড়া নির্দেশ দিয়ে জানিয়েছিল যে, "এই জলাশয়ের ওপর কোনো ধরনের, কোনো পরিমাপের জবরদখল বা অনধিকার প্রবেশ বরদাস্ত করা হবে না।"
তা সত্ত্বেও এই যাবতীয় আইন ও নির্দেশিকাকে কার্যত বুড়ো আঙুল দেখিয়ে ডুমুরজলা মাঠের সংলগ্ন এলাকার পরিবেশগত ভারসাম্যকে বিপন্ন করে অনবরত নির্মাণকাজের বর্জ্য ফেলা, মাটি কাটার ভারী যন্ত্রপাতি (earth-moving machinery) ব্যবহার এবং নিচু জমি ভরাট করার কাজ চলছে।

আমাদের দাবি
১. সম্পূর্ণ ডুমুরজলা স্পোর্টস কমপ্লেক্স এলাকাটিকে (প্রায় ৬০ একর) হাওড়ার একটি 'কেন্দ্রীয় কমিউনিটি পার্ক' (Central Community Park) হিসেবে ঘোষণা করতে হবে এবং তার রক্ষণাবেক্ষণের দায়িত্ব হাওড়া পৌরসংস্থাকে (HMC) নিতে হবে।
২. কলকাতার বিভিন্ন সবুজ পার্কের মতো—যেমন নেচার স্টাডি পার্ক (পার্ক স্ট্রিট), মিন্টো পার্ক, এলিয়ট পার্ক ইত্যাদি—এই কমিউনিটি পার্কেও সাধারণ মানুষের প্রবেশাধিকার সম্পূর্ণ নিখরচায় ও অবাধ রাখতে হবে।
৩. হেলিপ্যাড এবং পুলিশ কোয়ার্টারটি এখান থেকে সরিয়ে অন্য কোনো উপযুক্ত স্থানে স্থানান্তর করতে হবে এবং স্থানীয় মানুষের জন্য অ্যাথলেটিক্স মাঠটি পূর্বাবস্থায় ফিরিয়ে দিতে হবে।
৪. বেসরকারি সংস্থা 'ক্রিকেট অ্যাসোসিয়েশন অব বেঙ্গল' (CAB)-কে এখান থেকে অপসারণ করতে হবে এবং সাধারণ জনগণের জন্য আমাদের ফুটবল মাঠটি পুনর্বহাল করতে হবে।
৫. কৃত্রিম হকি টার্ফ অন্য কোথাও স্থানান্তর করতে হবে এবং সাধারণ মানুষ ও স্থানীয় খেলোয়াড়দের হকি খেলা ও অনুশীলনের জন্য মাঠটি উন্মুক্ত করতে হবে।
৬. গাছের চারপাশে পেঁচানো ক্ষতিকারক এলইডি আলোগুলো অবিলম্বে সরিয়ে ফেলতে হবে; কারণ এগুলো রাতে পাখি ও কীটপতঙ্গের ক্ষতি করে এবং তাদের স্বাভাবিক দিন-রাত্রির চক্রকে ধ্বংস করছে।
৭. পার্কের ভেতরে প্লাস্টিকের ব্যবহার এবং মোটর চালিত যানবাহন চলাচল সম্পূর্ণ নিষিদ্ধ করতে হবে।
৮. রিং রোডের ফুটপাথ থেকে সমস্ত অবৈধ কাঠামো, তাঁবু, ভাঙা ল্যাম্পপোস্ট, নির্মাণের কাঁচামাল এবং গাড়ি সরিয়ে ফেলে সকাল ও সন্ধ্যার ভ্রমণকারীদের (morning and evening walkers) জন্য ফুটপাথে অবাধ চলাচল নিশ্চিত করতে হবে।
৯. আইনি প্রক্রিয়া মেনে সমস্ত অননুমোদিত পার্কিং, গ্যারেজ এবং অন্যান্য সমস্ত ধরণের জবরদখল সম্পূর্ণ উচ্ছেদ করতে হবে এবং সেই জায়গায় বৃক্ষরোপণের ব্যবস্থা করতে হবে।
১০. পার্কের ভেতরে আইন-শৃঙ্খলা বজায় রাখার জন্য নিরাপত্তা কর্মীদের মাধ্যমে একটি সুনির্দিষ্ট নজরদারি ব্যবস্থা (vigilance system) গড়ে তুলতে হবে।

সম্ভাব্য ও বিকল্প সমাধান
গঠনমূলক সমালোচনা এবং জনগণ ও সরকারের মধ্যকার সহযোগিতার অংশ হিসেবে আমরা একটি বিকল্প প্রস্তাব রাখছি। সাঁতরাগাছি রেলওয়ে স্টেশনের পরে, জাতীয় সড়ক ১৭ (NH 17) সংলগ্ন বিস্তীর্ণ অনুর্বর জমি সম্পূর্ণ অব্যবহৃত অবস্থায় পড়ে রয়েছে। সরকার চাইলে সেখানে হেলিপ্যাড, ক্রিকেট মাঠ, অ্যাস্ট্রোটার্ফ ইত্যাদি স্থাপন করতে পারে এবং সামগ্রিক ক্রীড়া, প্রতিরক্ষা ও দুর্যোগ ব্যবস্থাপনার পরিকাঠামো গড়ে তুলতে পারে।
এই পদক্ষেপ একদিকে যেমন আমাদের ঐতিহ্যবাহী মাঠটিকে রক্ষা করবে, অন্যদিকে নতুন এলাকার উন্নয়নে সহায়ক ভূমিকা পালন করবে। এটি একদিকে স্থানীয় জনসমাজ ও পরিবেশকে সুরক্ষিত রাখবে এবং অন্যদিকে আধুনিক ক্রীড়া পরিকাঠামোও তৈরি করবে—যা হবে পরিবেশবান্ধব ও স্থিতিশীল উন্নয়নের (Sustainable Development) একটি প্রকৃত দৃষ্টান্ত।
জোট বাঁধো, তৈরি হও
উন্নয়ন কখনো পরিবেশের ভারসাম্যকে ধ্বংস করে, জনসাধারণের কাছ থেকে তাদের উন্মুক্ত স্থানে প্রবেশের অধিকার কেড়ে নিয়ে এবং এই খেলার মাঠগুলোর সুপ্রাচীন ঐতিহ্যকে অস্বীকার আসতে পারে না—যে মাঠ অতীতে বহু দিকপাল খেলোয়াড় তৈরি করেছে এবং সাধারণ মানুষকে দিয়েছে খেলাধুলার নির্মল আনন্দ। আসুন, ডুমুরজলাকে রক্ষা করি, আমাদের খেলার মাঠ বাঁচাই, পরিবেশ বাঁচাই, হাওড়াকে বাঁচাই!

Dumurjola ground, including its peripheries, which has been a three quarters of a century long, generational public land for sports and recreation for local people of Howrah with absolute free public access, is being systematically destroyed by illegal commercialization, environmental violations, and corporate privatization.
Hence, we, the local people of Howrah, have some humble demands in front of the newly formed government, which we had already placed in front of the previous government but to no avail. We have high hopes this time that our voices will be heard, acknowledged, and the issues will be taken care of.
The Key Violations
Illegal Privatization & Exclusion: Public football and hockey grounds have been fenced off and handed over to private bodies like the Cricket Association of Bengal (CAB). Several eminent footballers and hockey players have emerged from these grounds, but unfortunately that free 365-day access for local youth has been permanently cut off. They have lost their practice ground and since there are no such playgrounds available in Howrah city area other than Dumurjola, these potential players will gradually vanish from the sports map of hockey.
Environmental Destruction: Cutting of trees for construction of their dressing room, concretization of earth, filling up of water bodies, change of the character of land usage, all resulting towards destroying the local eco-system endangering the environment of the city, which is already one of the most-polluted in the country.
Ecological Disruptions: Strips of bright LED lights have been wrapped tightly around tree trunks, staying on all night. This destroys the natural day-night cycle of local birds and insects, driving wildlife away.
Civic Encroachment: The ring road footpath and adjacent roads are cluttered with illegal structures, dumped construction materials, and unauthorized commercial garages, making it unsafe for pedestrians and the local community.
The Helipad Takeover: A major portion of the athletic ground was seized to build a VIP helipad and police quarters, displacing local athletes. A ground where local athletes used to train themselves, has been lost among heavy fencing, arbitrary beautification of the ground and surrounding areas.
Why This Matters
All these activities mentioned above which have been taking place over the last several years are illegitimate because of violations of various sections of the Environment Protection Act, West Bengal Inland Fisheries Act, 1984, West Bengal Land Reforms Act, and other central and state laws. In the case of Ankur Sharma vs. The State of West Bengal (Original Application No. 33/2022/EZ) , the National Green Tribunal (NGT) explicitly ruled that exactly 11.5255 acres of water bodies within this 53.34-acre project site must be strictly preserved. The NGT strictly ordered WBHIDCO to ensure that "no encroachment of any kind, to any extent shall be allowed over this waterbody."
Yet, construction debris, earth-moving machinery, and lowland filling continue to threaten the ecological balance of the surrounding areas of Dumurjola ground. Cutting of trees for construction of their dressing room, concretization of earth, filling up of water bodies, change of the character of land usage, use of LED light on trees at night time all resulting towards destroying the local eco-system endangering the environment of the city, which is already one of the most-polluted in the country.

Our Demands
- Declare this total Dumurjola Sports Complex area (60 acres approx.) as a Central Community Park of Howrah which is to be maintained by The Howrah Municipal Corporation.
- The access to this community park should be free as is the case for many green community parks in Kolkata, viz., Nature Study Park (Park Street), Minto Park, Elliot Park, etc.
- Relocation of the helipad and police quarters elsewhere to some suitable place and restoration of the athletics ground for the local people.
- Removal of the private body of Cricket Association of Bengal and restoration of our football ground for the general public.
- Relocation of the artificial hockey turf elsewhere and restore the ground for common people as well as local players to play and practice hockey.
- Removing the harmful LED lights wrapped around trees, which affects birds and insects at night time and destroys their natural day-night cycle.
- Complete banning of plastics and motor vehicles inside the park.
- Ensure free movement on footpaths along the ring road for morning and evening walkers by removing the illegal structures, tents, broken lampposts, construction raw materials, cars, etc. from the footpath.
- Complete removal of unauthorized parking and garages and other types of encroachment as per due process of law and make room for plantation.
- A vigilance system through security personnel for law and order maintenance.

Possible Solution
As part of constructive criticism and people-government cooperation, we suggest that there is vast, barren land lying unused after the Santragachi Railway Station, adjacent to the National Highway 17. The government may establish a helipad, cricket grounds, astroturfs, etc. and develop the sports, defense, and disaster management infrastructure over there, if they want. That will save our ground and also enhance development, being a true model of sustainable development by protecting the local communities and still making room for sports infrastructure.
Act Now
Development should not come at the cost of defying the ecological balance, taking away access to public space from the public, and undermining the deep-rooted heritage of these open playgrounds that created masters in the past, or the simple joy of playing. Let's save Dumurjola, save our playground, save ecology, save Howrah!

কেন আমরা এর বিরোধিতা করছি
গত বেশ কয়েক বছর ধরে চলে আসা উল্লিখিত এই সমস্ত কর্মকাণ্ড সম্পূর্ণ বেআইনি; কারণ এগুলি পরিবেশ সুরক্ষা আইন (Environment Protection Act), পশ্চিমবঙ্গ অভ্যন্তরীণ মৎস্যচাষ আইন, ১৯৮৪ (West Bengal Inland Fisheries Act, 1984), পশ্চিমবঙ্গ ভূমি সংস্কার আইন (West Bengal Land Reforms Act) এবং অন্যান্য কেন্দ্রীয় ও রাজ্য আইনের বিভিন্ন ধারা অনুযায়ী সম্পূর্ণ বেআইনি।
'অঙ্কুর শর্মা বনাম পশ্চিমবঙ্গ রাজ্য' (মূল আবেদন নং ৩৩/২০২২/ইজেড) মামলায়, ন্যাশনাল গ্রিন ট্রাইব্যুনাল (NGT) স্পষ্টভাবে রায় দিয়েছিল যে, এই ৫৩.৩৪ একরের প্রকল্প এলাকার মধ্যে ঠিক ১১.৫২৫৫ একর জলাশয় কঠোরভাবে সংরক্ষণ করতে হবে। এনজিটি (NGT) পশ্চিমবঙ্গ হিডকো (WBHIDCO)-কে অত্যন্ত কড়া নির্দেশ দিয়ে জানিয়েছিল যে, "এই জলাশয়ের ওপর কোনো ধরনের, কোনো পরিমাপের জবরদখল বা অনধিকার প্রবেশ বরদাস্ত করা হবে না।"
তা সত্ত্বেও এই যাবতীয় আইন ও নির্দেশিকাকে কার্যত বুড়ো আঙুল দেখিয়ে ডুমুরজলা মাঠের সংলগ্ন এলাকার পরিবেশগত ভারসাম্যকে বিপন্ন করে অনবরত নির্মাণকাজের বর্জ্য ফেলা, মাটি কাটার ভারী যন্ত্রপাতি (earth-moving machinery) ব্যবহার এবং নিচু জমি ভরাট করার কাজ চলছে।

আমাদের দাবি
১. সম্পূর্ণ ডুমুরজলা স্পোর্টস কমপ্লেক্স এলাকাটিকে (প্রায় ৬০ একর) হাওড়ার একটি 'কেন্দ্রীয় কমিউনিটি পার্ক' (Central Community Park) হিসেবে ঘোষণা করতে হবে এবং তার রক্ষণাবেক্ষণের দায়িত্ব হাওড়া পৌরসংস্থাকে (HMC) নিতে হবে।
২. কলকাতার বিভিন্ন সবুজ পার্কের মতো—যেমন নেচার স্টাডি পার্ক (পার্ক স্ট্রিট), মিন্টো পার্ক, এলিয়ট পার্ক ইত্যাদি—এই কমিউনিটি পার্কেও সাধারণ মানুষের প্রবেশাধিকার সম্পূর্ণ নিখরচায় ও অবাধ রাখতে হবে।
৩. হেলিপ্যাড এবং পুলিশ কোয়ার্টারটি এখান থেকে সরিয়ে অন্য কোনো উপযুক্ত স্থানে স্থানান্তর করতে হবে এবং স্থানীয় মানুষের জন্য অ্যাথলেটিক্স মাঠটি পূর্বাবস্থায় ফিরিয়ে দিতে হবে।
৪. বেসরকারি সংস্থা 'ক্রিকেট অ্যাসোসিয়েশন অব বেঙ্গল' (CAB)-কে এখান থেকে অপসারণ করতে হবে এবং সাধারণ জনগণের জন্য আমাদের ফুটবল মাঠটি পুনর্বহাল করতে হবে।
৫. কৃত্রিম হকি টার্ফ অন্য কোথাও স্থানান্তর করতে হবে এবং সাধারণ মানুষ ও স্থানীয় খেলোয়াড়দের হকি খেলা ও অনুশীলনের জন্য মাঠটি উন্মুক্ত করতে হবে।
৬. গাছের চারপাশে পেঁচানো ক্ষতিকারক এলইডি আলোগুলো অবিলম্বে সরিয়ে ফেলতে হবে; কারণ এগুলো রাতে পাখি ও কীটপতঙ্গের ক্ষতি করে এবং তাদের স্বাভাবিক দিন-রাত্রির চক্রকে ধ্বংস করছে।
৭. পার্কের ভেতরে প্লাস্টিকের ব্যবহার এবং মোটর চালিত যানবাহন চলাচল সম্পূর্ণ নিষিদ্ধ করতে হবে।
৮. রিং রোডের ফুটপাথ থেকে সমস্ত অবৈধ কাঠামো, তাঁবু, ভাঙা ল্যাম্পপোস্ট, নির্মাণের কাঁচামাল এবং গাড়ি সরিয়ে ফেলে সকাল ও সন্ধ্যার ভ্রমণকারীদের (morning and evening walkers) জন্য ফুটপাথে অবাধ চলাচল নিশ্চিত করতে হবে।
৯. আইনি প্রক্রিয়া মেনে সমস্ত অননুমোদিত পার্কিং, গ্যারেজ এবং অন্যান্য সমস্ত ধরণের জবরদখল সম্পূর্ণ উচ্ছেদ করতে হবে এবং সেই জায়গায় বৃক্ষরোপণের ব্যবস্থা করতে হবে।
১০. পার্কের ভেতরে আইন-শৃঙ্খলা বজায় রাখার জন্য নিরাপত্তা কর্মীদের মাধ্যমে একটি সুনির্দিষ্ট নজরদারি ব্যবস্থা (vigilance system) গড়ে তুলতে হবে।

সম্ভাব্য ও বিকল্প সমাধান
গঠনমূলক সমালোচনা এবং জনগণ ও সরকারের মধ্যকার সহযোগিতার অংশ হিসেবে আমরা একটি বিকল্প প্রস্তাব রাখছি। সাঁতরাগাছি রেলওয়ে স্টেশনের পরে, জাতীয় সড়ক ১৭ (NH 17) সংলগ্ন বিস্তীর্ণ অনুর্বর জমি সম্পূর্ণ অব্যবহৃত অবস্থায় পড়ে রয়েছে। সরকার চাইলে সেখানে হেলিপ্যাড, ক্রিকেট মাঠ, অ্যাস্ট্রোটার্ফ ইত্যাদি স্থাপন করতে পারে এবং সামগ্রিক ক্রীড়া, প্রতিরক্ষা ও দুর্যোগ ব্যবস্থাপনার পরিকাঠামো গড়ে তুলতে পারে।
এই পদক্ষেপ একদিকে যেমন আমাদের ঐতিহ্যবাহী মাঠটিকে রক্ষা করবে, অন্যদিকে নতুন এলাকার উন্নয়নে সহায়ক ভূমিকা পালন করবে। এটি একদিকে স্থানীয় জনসমাজ ও পরিবেশকে সুরক্ষিত রাখবে এবং অন্যদিকে আধুনিক ক্রীড়া পরিকাঠামোও তৈরি করবে—যা হবে পরিবেশবান্ধব ও স্থিতিশীল উন্নয়নের (Sustainable Development) একটি প্রকৃত দৃষ্টান্ত।
জোট বাঁধো, তৈরি হও
উন্নয়ন কখনো পরিবেশের ভারসাম্যকে ধ্বংস করে, জনসাধারণের কাছ থেকে তাদের উন্মুক্ত স্থানে প্রবেশের অধিকার কেড়ে নিয়ে এবং এই খেলার মাঠগুলোর সুপ্রাচীন ঐতিহ্যকে অস্বীকার আসতে পারে না—যে মাঠ অতীতে বহু দিকপাল খেলোয়াড় তৈরি করেছে এবং সাধারণ মানুষকে দিয়েছে খেলাধুলার নির্মল আনন্দ। আসুন, ডুমুরজলাকে রক্ষা করি, আমাদের খেলার মাঠ বাঁচাই, পরিবেশ বাঁচাই, হাওড়াকে বাঁচাই!

Dumurjola ground, including its peripheries, which has been a three quarters of a century long, generational public land for sports and recreation for local people of Howrah with absolute free public access, is being systematically destroyed by illegal commercialization, environmental violations, and corporate privatization.
Hence, we, the local people of Howrah, have some humble demands in front of the newly formed government, which we had already placed in front of the previous government but to no avail. We have high hopes this time that our voices will be heard, acknowledged, and the issues will be taken care of.
The Key Violations
Illegal Privatization & Exclusion: Public football and hockey grounds have been fenced off and handed over to private bodies like the Cricket Association of Bengal (CAB). Several eminent footballers and hockey players have emerged from these grounds, but unfortunately that free 365-day access for local youth has been permanently cut off. They have lost their practice ground and since there are no such playgrounds available in Howrah city area other than Dumurjola, these potential players will gradually vanish from the sports map of hockey.
Environmental Destruction: Cutting of trees for construction of their dressing room, concretization of earth, filling up of water bodies, change of the character of land usage, all resulting towards destroying the local eco-system endangering the environment of the city, which is already one of the most-polluted in the country.
Ecological Disruptions: Strips of bright LED lights have been wrapped tightly around tree trunks, staying on all night. This destroys the natural day-night cycle of local birds and insects, driving wildlife away.
Civic Encroachment: The ring road footpath and adjacent roads are cluttered with illegal structures, dumped construction materials, and unauthorized commercial garages, making it unsafe for pedestrians and the local community.
The Helipad Takeover: A major portion of the athletic ground was seized to build a VIP helipad and police quarters, displacing local athletes. A ground where local athletes used to train themselves, has been lost among heavy fencing, arbitrary beautification of the ground and surrounding areas.
Why This Matters
All these activities mentioned above which have been taking place over the last several years are illegitimate because of violations of various sections of the Environment Protection Act, West Bengal Inland Fisheries Act, 1984, West Bengal Land Reforms Act, and other central and state laws. In the case of Ankur Sharma vs. The State of West Bengal (Original Application No. 33/2022/EZ) , the National Green Tribunal (NGT) explicitly ruled that exactly 11.5255 acres of water bodies within this 53.34-acre project site must be strictly preserved. The NGT strictly ordered WBHIDCO to ensure that "no encroachment of any kind, to any extent shall be allowed over this waterbody."
Yet, construction debris, earth-moving machinery, and lowland filling continue to threaten the ecological balance of the surrounding areas of Dumurjola ground. Cutting of trees for construction of their dressing room, concretization of earth, filling up of water bodies, change of the character of land usage, use of LED light on trees at night time all resulting towards destroying the local eco-system endangering the environment of the city, which is already one of the most-polluted in the country.

Our Demands
- Declare this total Dumurjola Sports Complex area (60 acres approx.) as a Central Community Park of Howrah which is to be maintained by The Howrah Municipal Corporation.
- The access to this community park should be free as is the case for many green community parks in Kolkata, viz., Nature Study Park (Park Street), Minto Park, Elliot Park, etc.
- Relocation of the helipad and police quarters elsewhere to some suitable place and restoration of the athletics ground for the local people.
- Removal of the private body of Cricket Association of Bengal and restoration of our football ground for the general public.
- Relocation of the artificial hockey turf elsewhere and restore the ground for common people as well as local players to play and practice hockey.
- Removing the harmful LED lights wrapped around trees, which affects birds and insects at night time and destroys their natural day-night cycle.
- Complete banning of plastics and motor vehicles inside the park.
- Ensure free movement on footpaths along the ring road for morning and evening walkers by removing the illegal structures, tents, broken lampposts, construction raw materials, cars, etc. from the footpath.
- Complete removal of unauthorized parking and garages and other types of encroachment as per due process of law and make room for plantation.
- A vigilance system through security personnel for law and order maintenance.

Possible Solution
As part of constructive criticism and people-government cooperation, we suggest that there is vast, barren land lying unused after the Santragachi Railway Station, adjacent to the National Highway 17. The government may establish a helipad, cricket grounds, astroturfs, etc. and develop the sports, defense, and disaster management infrastructure over there, if they want. That will save our ground and also enhance development, being a true model of sustainable development by protecting the local communities and still making room for sports infrastructure.
Act Now
Development should not come at the cost of defying the ecological balance, taking away access to public space from the public, and undermining the deep-rooted heritage of these open playgrounds that created masters in the past, or the simple joy of playing. Let's save Dumurjola, save our playground, save ecology, save Howrah!
