City council enforcement officers are investigating  the use of the northern block of Dolphin Square by Westbrook as an unauthorised hotel.

At the hearing of the planning application last week, one councillor described the use of Rodney House as "airbnb on an industrial scale".

In their application, Westbrook described the use of Rodney House which trades as the Dolphin House hotel as planning use class C3 (residential). Hotels are classed as C1. Another councillor commented "when it quacks like a duck and it looks like a duck, it is a duck!"

Residents of Dolphin Square have complained about the daily collection and delivery of hotel bed linen by a huge articulated truck which parks on the western carriageway.

The city's planning policies are against hotel use outside of the Central Activities Zone and encourage the conversion of existing hotels in Pimlico to residential use.

One of the grounds of objection of residents and neighbours to the scheme was the massive increase in ultra short-term lettings that would result from Westbrook's development plans if the scheme was approved.

After the planning committee rejected Westbrook's plans unanimously, the Mayor of London has 14 days in which to call in the scheme for his own decision or accept the council's refusal.
