
Dear Mayor of London,
We are writing to you following the unanimous decision of the major applications sub-committee of Westminster city council to refuse the application by The Dolphin Square Estate Limited, a Jersey-registered company.
Our petition opposed this planning application on many relevant planning grounds and as of today's date has nearly 1,600 supporters. More than 170 objections were registered on the city planning portal and more than 150 local residents attended the planning committee meeting to oppose the plans.
As you have now 14 days in which to call in this application for your own decision, we urge you to support the decision of the city council which had cross party support.
The main objections to this scheme were as follows:-
1. The adverse effect that it would have on the three adjoining Conservation areas of which Dolphin Square is the central part.
2. The destruction of the listed Grade ii gardens.
3. The increase in density of a building which already has much greater density than the adjoining council estates of Churchill Gardens and Lillington and Longmoore gardens which are regarded as models of high density post-war housing.
4. The massive expansion of the Dolphin House hotel and ultra short-term lettings throughout the estate in the guise of a C3 residential development rather than a C1 hotel development.
5. The loss of family-size homes in favour of studio and one bed units.
6. The paltry offer of only 23 homes for social housing to be owned and operated by the developer who has claimed publicly in the trade press to be anticipating a £500 million profit on the development.
There were a total of 15 legitimate Planning Guidance objections and the councillors agreed that together there were overwhelming grounds to reject the application.
It was also considered relevant that Tfl stated that there was inadequate transport infrastructure and Thames Water stated there was insufficient water supply and sewage capacity for the density proposed.
Further more one councillor said of the the use, which had been described by the applicant as C3 (residential) "when it quacks like a duck and looks like a duck, it is a duck." Another councillor stated that "it is airbnb on an industrial scale."
