It's with bittersweet emotion that I give you the last update in this journey for getting signatures. Although we were ready to get signatures of the subdivision I am in, and the HOA was just about on our side, the Village Manager gave the response (with a little push before we wasted time) we were afraid of:
Lisa,
First, I wanted to thank you for your patience during this process. After much discussion, review and surveying other area communities (none of which allow this type of business in a residential area), we have decided not to amend our Ordinance. We feel this type of business is better suited in a business district. I understand that this is not the answer you had hoped for. After evaluating the number of restrictions/requirements that would need to be placed on this usage (HOA approval, State licensing, neighbor input, limitations, etc), it would make it unachievable. As stated previously, we are happy to help find a location that suits your needs. If you have any questions, please let me know.

So I will be SELLING my current house, and finding a new place to advance my dream of having a loving, cozy home setting for doggie daycare and pet sitting. I can't afford commercial space and a mortgage so this anonymous person has uprooted a person who spent the last 25 years in the Village, 23 in the same home, I hope you are happy. Pick your next Small Business I guess there are plenty of home businesses in the village?!
BUT it's a fresh new start for ME and God works in mysterious ways! This may have been the push I needed to make make Cozy-Pawz 2.0 better than ever. I appreciate your amazing support through the last couple months, it's been exhausting, heart-breaking but hopeful and eye-opening to better things to come!!
