Save Central Foothills: Petition to the City of Boise to Deny Proposed Development

We request that the City of Boise deny the proposal for the development known as Eyrie Terraces (CFH19-00055 / 2317 W. Winter Camp Drive). We support development that is consistent with the City of Boise’s foothills development priorities, best development practices, and our community’s vision. The proposed Eyrie Terraces development meets none of these criteria.
Eyrie Terraces would eliminate open space and reduce trail connectivity. The proposed development requires a road to be built through open space that was set aside in 2008 as unbuildable in exchange for allowances provided to the developer. Allowing the development of this open space would set a bad precedent and run counter to voters’ intent to protect foothills open space.
Eyrie Terraces would demolish ridgetops and flatten foothills. The proposed development would require the “cut and fill” off ridgetops of up to 100 feet. Very little of the area to be developed is less than a 25% grade, the City’s threshold for hillside development. The to-be-demolished ridges are adjacent to the Quail Hollow Golf Course and are visible from many parts of the city, as far out as Chinden Boulevard. The proposed development would change Boise’s foothills skyline.
Eyrie Terraces would be potentially unsafe. The proposed development only has one access road because, among other reasons, the City of Boise prevailed in a taxpayer-funded lawsuit to deny access to the property from 36th Street. This area is subject to fire risk, having had a 60-acre wildfire as recently as 2015. The development presents a danger to residents and first responders in the event of a fire and resulting logjam traffic on a single access road.
