Subject: Request to SAVE AMARAVATHI – SAVE PUBLIC MONEY-SAVE FARMER’S SENTIMENT -reg
Respected Sir,
I am a responsible citizen of Andhra Pradesh writing this letter to bring a few lines of my concern with regard to the present plight of Farmers in Andhra Pradesh Capital city Amaravathi, and Andhra Pradesh state’s Economic future, and Citizen’s future.
Your highness, I am given to understand that being an advocate by profession and 5 times elected public representative for legislature & parliament, you have a SPECIAL INTEREST in organising people to fight against injustice and corruption. And passion in SOCIAL ACTIVITIES of Educating the common people about their social & Constitutional rights. This made me to submit the following few lines for your kind perusal for your kind and immediate attention and addressing my grievance.
As a citizen of India and resident of Andhra Pradesh state, I feel that Andhra Pradesh state was divided unceremoniously under state reorganization bill 2014. The head like Hyderabad went to Telangana, AND Andhra Pradesh was left headless i.e without capital. This had major psychological impact on entire 5 crore people of Andhra Pradesh.
There elected and in power during 2014-19, after receiving the recommendations of Sri. Sivarama Krishnan Committee, Sri. Narayana Committee etc and suggestions of various experts, proposed to have capital at a place between Guntur and Vijayawada and named it as Amaravathi.
The resolution for this Amaravathi state was unanimously passed in the Legislative Assembly and council by the present opposition party which was then in ruling and the present ruling party which was in opposition at that time. Later the foundation stone for this capital was laid by none other than the present Prime Minister Shri. Narendra Modi personally witnessed by lakhs of people like me by attending that meeting.
By all these acts the then government could succeed in convincing the farmers to give their precious lands in which the farmers were raising 3 crops in a year. The then Government continuously persuaded requesting farmers of the proposed Capital city area to avail the historical opportunity of being a part in developing Capital city for the State as well as 5 crore Andhra people, besides assuring them parallel economic and wealth development with assured bright future for their children the farmers prepared to sacrifice their lands which they respect more than their life.
Your Highness, you know better that any farmer in India loves his land and farming more than his mother and his life. A farmer is literally a walking god who feeds us. Such farmers in this place came forward to sacrifice their land (in other words their life) for the sake of this State Capital city development and for the priceless future of this state assured by the then Government. The 29000+ farmers in the Amaravathi Capital city area created a unique history in the entire world by giving 34000 acres of their land under land pooling without demanding any immediate compensation. More than 95% of these farmers are either Marginal or Small farmers belonging to different religions, casts, and weaker sections.
As on date I am given to understand that the previous Government had spent around 10000 crores for construction of various Official and legislative executive buildings and required infrastructure. I have also had a personal visit to the area and witnessed the same. Most of the important buildings are in almost completion stage and some of the crucial structures are completed and being used for legislature, High court etc.
Suddenly with reasons which do not stand for any justification the present Government is proposing to split the Capital into three, AND shifting the key executive Capital to Vizag. Shocked by this decision of the present government which is making the pious sacrifices made by farmers worthless, besides breach of trust, by tarnishing the assurance of better future for farmers through a legitimate contract with Capital Region Development Authority (CRDA) by the government, the Amaravathi Capital area farmers preferred to protest Government’s decision in peaceful manner.
In the above context as a responsible citizen and a tax payer I submit the following points for your kind perusal.
1. The Government has not given any valid reason as to why the capital should be shifted to already developed Vizag, which is fast growing without Capital and already number one in GDP, Industrial & Service sector. I am also aware that your highness being an advocate by profession know the legal complications/litigations/consequences that the Government has to face, by resorting to such acts like repelling CRDA Act, breach of contract with the farmers besides possible huge financial burden that the government has to bear.
2. The Government had not given any Techno Economic report, or opportunity cost, as to how the public money of 10000 crores already spent in Amaravathi Capital City is going to be made good by this Capital Shift.
3.The Government had not disclosed about the immediate prospective industries and Industrialists who had shown interest in investing at Vizag if the capital is shifted.(to my knowledge at least 100000 crore additional GDP to be increased in Vizag to earn 10000 crores as tax revenue to make good the public money going to be wasted by this capital shift)
4.The government had not explained or substantiated how its decision of shifting capital is not going to effect the Domestic as well as FII/FDI investors confidence, since this decision is creating an impression that there is no stability or continuity of governance as and when the ruling party changes. I fear that the weakening of investors confidence may affect our future as well as our childrens future.
5. The government had mentioned South African model for having three capitals but not explained the present status of South African Model and why we should follow it. (To my knowledge the South Africa has less than 1 percent GDP growth and a failed Economy)
6. The Government had not explained a valid reason why the Government Construction Praja Vediaka was demolished and wasted 10 crores of public /tax payers money.
7. The government is resorting to quote reports like Chennai IIT report on soil condition of capital area, and maps to show the flooding/inundation possibilities of capital area. However the print and electronic media quoted that these are unauthorized and damaging the image of International Brand image of institutions like IIT.
8. The Government is resorting to high handedness through brutal attacks and manhandlings, misbehaviour of police on the farmers, especially women farmers who are peacefully protesting the Government’s decision for the split of Capital. (Even the honourable High Court also made harsh and castigating remarks on police personnel for this)
9. Most of the Peoples representatives of the Legislative assembly are using un-parliamentary and abusive words both inside and outside the legislative assembly thereby undoing the sanctity of Legislature. (Surprisingly the speaker of the house who is supposed to be a neutral person is also using abusive words on opposition during his interviews with media). This sort of exchange of abusive words by MLAs & Speaker is so painful for responsible citizens like me and we are fearing to allow our children to view legislative proceedings and develop interest on politics.
10. The Government is not putting any effort to hasten the construction activity of POLAVARAM, and I fear that unless the activity is restored, the funds invested in the National river project may either become waste or the delay may cause cost escalation eating away our tax payers money.
Hence I request your kind selves to advice the government review their hasty, irrelevant decisions that are not only detrimental but also blurring the future of the present as well as coming generations. Steps may be initiated to stop wasting our public money by the governments decision of Capital Split &shift .I also request your kind selves to take suitable steps in making the
Members of Legislative Assembly to maintain decent decorum in their discussions and communication. Your highness also may pass on suitable instructions to the law and order enforcing executives to behave in civilized manner with public (with women in particular) who has constitutionally guaranteed fundamental right to air their voice of protest against any decisions of the Government detrimental to the interests of public.
