La Ministre de l’Enseignement belge francophone (relevant de la Fédération
Wallonie-Bruxelles), Valérie Glatigny, a fait adopter un décret réformant les
écoles professionnelles et techniques en Wallonie (et à Bruxelles).

Ces nouvelles règles vont entraîner la fermeture à court terme de l’École
d’armurerie Léon Mignon (fondée par la Ville de Liège en 1897), si rien n’est
modifié, ses spécificités n’ayant pas été prises en compte. L’École d’Armurerie,véritable patrimoine mondial de l’armurerie en termes de transmission des savoir-faire, connaît pourtant un grand succès de fréquentation et un excellent taux d’emploi de 97% après le cursus : elle forme des artisans armuriers qualifiés que le monde entier, tant en Belgique qu’à l’étranger, s’arrache. La suppression et la re-direction des élèves de 7e année vers l’Enseignement pour adultes, préconisées par la ministre pour ce type d’établissement, n’est pas réalisable : l’École est unique dans ce domaine en Belgique, il n’en existe aucune autre et aucune pour adultes ! En outre, l’impossibilité qui est faite d’inscrire dorénavant des élèves étrangers va littéralement saper la fréquentation de cette école (dont l’attractivité à l’extérieur est vitale aussi pour les autres sections de l’École) et partant, va diminuer drastiquement le nombre d’heures dispensées ainsi que le nombre de professeurs, engendrant une perte de qualité irrémédiable et, selon les projections dument chiffrées, une disparition à court terme. 

Nous demandons que le décret soit suspendu pour permettre une réelle
analyse des spécificités de l’École d’armurerie et qu’elles puissent être
prises en compte dans un nouveau décret mieux adapté. La Ville de Liège, pouvoir organisateur de l’École, guère présente dans ce dossier, devrait également être conscientisée.

De minister van Onderwijs van de Franse Gemeenschap van België (onder de Federatie Wallonië-Brussel), Valérie Glatigny, heeft een decreet laten goedkeuren dat de beroeps- en technische scholen in Wallonië (en Brussel) hervormt.

Deze nieuwe regels zullen op korte termijn leiden tot de sluiting van de Wapenschool Léon Mignon (opgericht door de Stad Luik in 1897), als er niets wordt gewijzigd, aangezien er geen rekening is gehouden met haar specifieke kenmerken. De Wapenschool, een waar werelderfgoed van de wapenfabricage op het gebied van kennisoverdracht, kent nochtans een groot succes in de frequentie en een uitstekend tewerkstellingspercentage van 97% na de opleiding: ze vormt gekwalificeerde wapensmeden die wereldwijd, zowel in België als in het buitenland, zeer gewild zijn. De door de minister voor dit type instelling voorgestelde afschaffing en heroriëntatie van leerlingen van het 7e jaar naar het volwassenenonderwijs is niet haalbaar: de school is uniek in haar soort in België, er bestaat geen andere, ook niet voor volwassenen! Bovendien zal de onmogelijkheid om voortaan buitenlandse leerlingen in te schrijven de frequentie van deze school letterlijk ondermijnen (waarvan de aantrekkingskracht naar het buitenland ook van vitaal belang is voor de andere afdelingen van de school) en bijgevolg het aantal gegeven uren en het aantal professoren drastisch verminderen, wat leidt tot een onherstelbaar kwaliteitsverlies en, volgens naar behoren becijferde projecties, tot een verdwijning op korte termijn.

Wij vragen dat het decreet wordt opgeschort om een echte analyse van de specifieke kenmerken van de Wapenschool mogelijk te maken en dat hiermee rekening kan worden gehouden in een nieuw, beter aangepast decreet. De Stad Luik, de inrichtende macht van de school, die in dit dossier nauwelijks aanwezig is, zou zich hier ook van bewust moeten worden.

The Minister of Education of the French-speaking Community of Belgium (under the Wallonia-Brussels Federation), Valérie Glatigny, has had a decree adopted reforming vocational and technical schools in Wallonia (and Brussels).

These new rules will lead to the short-term closure of the Léon Mignon Gunsmithing School (founded by the City of Liège in 1897) if nothing is changed, as its specific characteristics have not been taken into account. The Gunsmithing School, a true global heritage site for gunsmithing in terms of know-how transmission, is nevertheless experiencing great success in terms of enrollment and an excellent employment rate of 97% after the program: it trains qualified gunsmith artisans that the whole world, both in Belgium and abroad, eagerly seeks. The abolition and re-direction of 7th-year students towards adult education, as recommended by the minister for this type of institution, is not feasible: the school is unique in this field in Belgium, there is no other one, and none for adults! Furthermore, the impossibility of enrolling foreign students from now on will literally undermine the school's enrollment (whose external attractiveness is also vital for the other sections of the school) and consequently, will drastically reduce the number of teaching hours and the number of teachers, leading to an irreparable loss of quality and, according to duly quantified projections, a short-term disappearance.

We request that the decree be suspended to allow for a real analysis of the specific characteristics of the Gunsmithing School and that these can be taken into account in a new, better-adapted decree. The City of Liège, the organizing authority of the school, which has been scarcely present in this matter, should also be made aware.
