Patricia Ramos sent out a press release and two television stations agreed to cover our concerns tonight, Monday, June 13 at 2500 Senter Rd at 6:30 PM. Patricia made signs and large graphs to illustrate our concerns. Her brother Mario is flying up from LA this morning and he will speak. It would be great to have a big crowd. A battle has broken out with the Santa Clara County; Charities Housing a non-profit for dumping their chronic homeless housing projects in San Jose’s poorest low income disenfranchised community. Mayor Sam Liccardo and the Housing Department Director, Jackie Morales-Ferrand are circumventing, "2015 United States Supreme Court's handed down decision eliminating segregation and & HUD Secretary Julian Castro, "Affirmatively Furthering Fair Housing Policy”. For many years government entities have closed their eyes to the reality of inequality, as a result they are now being mandated.
Communities Working Together (CWT) and Councilman Tam Nguyen who represents District 7 are fighting back.

Communities Working Together (CWT) fights back with two appeals at the City of San Jose Planning Commission in addressing a Santa Clara County funded housing project located in City Council District 7, at 2500 Senter Rd & Tully Rd. There are 4 schools surrounding the project and it is located in Police District Lincoln that has the highest calls for service in the City of San Jose. The battle of the appeals will be heard on June 14, 2014 at City Hall 7:00pm
It was announced that it would be one of the largest in the nation, a 4-story permanent housing Chronic Homeless project, in a poor ethnic minority community that is far from being “rich with opportunity.” It ‘s oversaturated with 3,120 housing units, compared to other City Council Districts, with only 187 units (“no special needs units.”) Housing Segregation continues in Silicon Valley with its’ ugly face.
The Communities Working Together (CWT) position has two major allies in address segregation and Civil Rights Violations-Race and Class (poor)
1. In 2015, “The United States Supreme Court handed down 5-4 decision in Texas Dept. of Housing and Community Affairs v. Inclusive Communities Project. In inclusive Communities, the court held that it is not necessary for plaintiffs to prove intent to discriminate in order to prove a case of housing discrimination; rather, plaintiffs may prevail simply by demonstrating that the housing policy as a “disparate impact” on minorities.”
2. The Obama administration’s new housing policy and the HUD Secretary Julian Castro issued final regulations outlining the policies; local government will follow to comply with the Fair Housing Act, Federal regulations, the “Affirmatively Furthering Fair Housing Policy,” as it is known, requires HUD program participants to take measures to ensure that the racial diversity of each zip code reflects the population of the area at large. HUD mandates start rolling out around October 1, 2016. HUD requires participants to take measures to ensure that the racial diversity of each zip code reflects the population of the area at large. Specifically, the regulations require municipal governments to “perform an assessment of land use decisions and zoning” and take affirmative measures to remedy any racial imbalances. This puts federal funding at risk if no compliance.
Communities Working Together are demanding that the City of San Jose Housing Department “cease and desist” their policies, practices, and all projects need to be aligned in accordance with the United States Supreme Court Decision and not wait to be mandated by the HUD regulations while still exercising segregation and Civil Rights Violations
