Safety concerns in Robbins park, Cliff Road, Tauranga

The issue

We, the undersigned local residents of Tauranga, including those from Cliff Road, Harbour Court Flats, and Latitude Apartments, as well as members of the Bay of Plenty Vintage Car Club and regular users of the Cliff Road Car Park, wish to express our deep concern regarding the ongoing homelessness situation in and around Robbins Park.

Robbins Park, home to the Tauranga Rose Garden, is an important public space that enhances the beauty of our city and attracts both local residents and international visitors, including tourists arriving via cruise ships. It is vital that this area remains a safe, welcoming, and enjoyable environment for everyone.

We also note that the Redoubt has recently been upgraded at considerable expense, further adding to the area’s historical and recreational value. It is therefore concerning that the ongoing homelessness issue could negatively impact public enjoyment and the community’s ability to benefit from these recent improvements.

However, the prolonged presence of an individual living in the park for over a year has led to increased occurrences of safety and security issues. These have included reports of aggressive behaviour, checking car doors, and leaving personal belongings on private property. Such incidents disrupt the peace and security of our neighbourhood and contribute to growing unease within the community.

These concerns were first raised with Council in January, and while proactive steps were initially highlighted, there has since been no visible improvement. This lack of progress has caused continued concern for the wider community. As a woman and a resident in an already vulnerable and aging neighbourhood—where many people experience isolation and are fragile to the effects of crime—I feel strongly that different and more effective actions are now required.

Given our close proximity to the Tauranga Police Station, we believe that criminal activity in the area should be more closely monitored, with the possibility of regular evening patrols or nightly walks to move people along if necessary.

We also acknowledge that the Soup Kitchen operating every Saturday at the Cliff Road Community Hall may inadvertently contribute to the concentration of people in the area. We therefore ask that Council explore what additional resources or management measures could be provided to ensure attendees disperse in an orderly and safe manner, without intimidating or threatening local residents as they leave.

Robbins Park is a public garden and recreational area, not a camping ground, and should be policed accordingly to maintain its intended purpose.

We respectfully request that Tauranga City Council:

Address the situation of the individual living in and around Robbins Park for over a year, and explore relocation to a more appropriate, supported environment.
Review the operation and location of the Soup Kitchen, and provide suitable support or relocation to reduce pressure on the surrounding residential areas.
Increase monitoring and enforcement in Robbins Park and Cliff Road, ensuring it remains a safe and accessible space for residents, tourists, and visitors alike.
We appreciate the Council’s continued efforts to support those experiencing homelessness, and we believe that a balanced solution can be reached—one that ensures compassion for those in need while also safeguarding the wellbeing and security of the wider community.
