"Stop The Operator from Passing" is a MA school zone & bus safety initiative working to raise awareness of the incredible number of illegal school bus passing violations that endanger students' lives in Massachusetts.  And to urge our policy makers to enact changes to reduce the risk & to allow for better enforcement of the existing no passing law.

These changes include, but are not limited to, allowing camera technology on school buses that will provide local law enforcement with the information and data needed to identify high risk problem areas, and school bus traffic scofflaws in order to enforce the existing no passing law.

School bus stop violations are a growing and real threat to children in Massachusetts and across the country.  A survey conducted in 2023 by the National Association of State Directors of Pupil Transportation Services (NASDPTS) found that U.S. motorists illegally passed stopped school buses more than 43.5 million times a year. 

* UPDATE! 2023-2024 school year survey reports more than 45.2 million violations. 

Although many states are cracking down on this dangerous driving behavior, (statewide) Massachusetts is not -- even though children are being hit by cars whose driver unlawfully passes their school bus.

  and anyone who cares about student safety, support immediate change to allow Massachusetts municipalities and law enforcement the ability to educate motorists and enforce the law through the use of camera technology to keep our students safe.

Per MGL Chapter 90 section14, it is illegal to pass "When approaching a vehicle which displays a sign bearing the words “SCHOOL BUS” and which is equipped with front and rear alternating flashing red signal lamps which are flashing".
