Good news - The mayor and building official met me at the house today and told me that my permit was active and they would allow inspections now.  They also told me to have the contractor go online to apply for the inspection, because "you cannot just call any more." 

Bad news - contractor did as requested, but online system would not allow him to schedule the inspection.  He said he would call the inspection office in the morning.  I'll let the public know as things develop.
