The last update attracted some readers who cast doubts on the efficacy of petitioning for animal welfare.

The tasks in hand, the main one now being to get the Dept of Agriculture to answer the questions surrounding the RSCA NSW and it apparent indifference to so much of what has happened at Camp Kitty. I therefore urge all my supporters to not get distracted and save your energies for the effort to make both the Dept of Agriculture (the Administrator for the Enforcers of POCTA) do the job that taxpayers pay for, and for the RSPCA NSW (one of the Enforcers of POCTA) to do the job that taxpayers pay towards.

It is my belief that unless we can get these bodies to act, silence will be the bedfellow for nothing being undertaken by those who can effect change for the better.

IF WE CHANGE NOTHING, NOTHING WILL CHANGE.

Below is the letter I have written to Dept. of Ag. Please contact that body and ask for answers.

Dear Hon Marshall

Thank you for your email of the 25 April 2012. You mention my email of the 25 January 2021 but you were sent an email on the 11 Dec 2020 which you did not respond to and I had to write aletter of complaint to the Premiers Office in order to get you to respond.

This non compliance with the Correspondence Policy is concerning and I ask now why you have persisted in breaching this code? Mr Williams has suggested that this is because you may have had a large volume of correspondence to deal with. Can you confirm this or explain why it happened?

Regarding the advice received from the representatives of the RSPCA NSW I ask that you reapproach them and get them to inform you why they always said that `there were no welfare issues at Camp Kitty’ when the owner of Camp Kitty had to be taken to Court and convicted of animal cruelty charges. The RSPCA NSW even informed the then State MP, Katrina Hodgkinson that `there were no welfare issues’. To tell untruths to me is one thing, to then tell untruths to my State Mp is even worse, and I ask if you are happy as the Minister for Agriculture having an organisation now working for a Government Dept that has told untruths to a State Mp?

You are correct in stating that you have supplied correspondence about the RSPCA NSW previously and it is not necessary to keep repeating those statements. However can you confirm that the RSPCA NSW is a public company, and if it is why they are engaged as enforcers of POCTA when this could result in a conflict of interests?

You have stated that you are provided an annual report by the RSPCA regarding its enforcement activities. Is this annual report open for public scrutiny and if not why not, as its activities are being publically funded?

Regarding the single cat left at Camp Kitty you have stated that it is unsuitable for rehoming and is quite content living where it currently resides. Has the RSPCA NSW supplied you with that information and under what criteria does it base those statements?

I cannot comment on this animals living conditions now, all my concerns are about what has transpired in the past. In previous correspondences I have raised the issue of this solitary cat being denied its rights under POCTA, and by that I mean the right to be supervised, have regular veterinary checks and be given fresh food and water on a daily basis, and these issues have not been answered. Would you please address that matter in your reply. Please note Camp Kitty was unoccupied for some 3 years and I consider it did not get those rights. I did meet with Senior Inspector Tony Croker when he visited Camp Kitty during this time, and he also visited my house when he was given photographic evidence of what I considered to be awful welfare issues. This was in the presence of a witness. This Inspector was very dismissive of what I had to say about this cat’s rights.

I finish by asking that you please reply to all the questions I have asked and in the required time frame as per your Correspondence guidelines, and thank you for the attention you are giving this matter. The attached photo shows the ground that Senior Inspector Tony Croker would have passed over to see the solitary cat and have been given photographic evidence of same. Corpses were there a lot of the time. I believe in previous correspondence I showed you a photo of a corpse that was being eaten by other starving cats. Are you still convinced from this evidence that I have presented that `there were no welfare issues’?
