Dear Readers, in my last update I did promise to publish a photo of the cat when it was sited.

Spotty (one readers name for it) seems to be very plump now. I hope that is just because of good feeding and not through illness. We will never know. Its POCTA rights are ignored, as I do not believe it gets any medical check ups!

Lets make our voices and disapproval of RSPCA NSW heard.

I ask now that you take action by putting pressure on the Minister who is responsible for the Dept of Primary Industries which in turn is responsible for administering POCTA This is the Hon Adam Marshall, and he does not give an email address. You will only be able to get an email to him by looking up Parliament NSW site for the Minister and clicking on the link on the right hand side of the page labelled E. It then goes to a fill in a box situation, so please copy and paste the letter and answer the questions, name email address etc always remember to ask for a reply.

Please, please give this a go! Please get make your feelings known that the system makes it difficult for you to get an email through to him, or to have accountability for the way our taxpayer dollars are spent. Cynical me thinks it is all part of a way of getting people to give up, give out and/or go away.

Dear Hon. Marshall (Minister for Agriculture and Western NSW)

I have been following a petition on change.org called `Tell the RSPCA NSW That this is Cruel!’ and that petition has now a readership of about 23000. From reading the comments section on this petition I know a lot of people from all over the world are concerned about what has transpired, and I email you these queries after advise from the petitioner (Keith).

In the last update we were invited to make inquiries regarding a cat that has remained in isolation for about 6 years at a place called Camp Kitty, Cowra, NSW. The petition has stated on many occasions that this cat does not have its rights under POCTA respected.

You have previously been involved in this matter and Keith has advised me that you wrote to him on the 15 Oct 2019 only after he had to approach his State MP, as some of his correspondence failed to get a response from the DPI. In that letter you suggested he lodge his complaint with one of the enforcement agencies. He has of course done that on many occasions only to be met with silence, and he now feels that he will possibly only get a response by your involvement. He also informs me that many people have written to him from various Government Depts. re this matter and none have answered the questions that have been asked!

As the Minister responsible for the administration of DPI that in turn that administers POCTA I ask the following

(1) `I have been told that POCTA is enforced by independent approved charitable organisations, two being the RSPCA NSW and Animal Welfare League. Although they may be independent financially they are not independent in action, and the petitioner has been told by the AWL that they would not assist because they maintain the RSPCA NSW is dealing with this case’. Do you accept that in this case the organisations are not acting independently to effect change at Camp Kitty?

(2) `As the de facto Administrator of POCTA are you concerned with indifference and inaction to breaches of POCTA that the RSPCA NSW has allowed to take place at Camp Kitty? Specifically the situation that existed when there were up to 200 cats living in squalor at Camp Kitty; when photos were provided to show that squalor both by email to the RSPCA NSW and also to a Senior Inspector who was given those photos in person!

(3) Also, can you get the RSPCA to investigate and report on what happened to the cats that disappeared after the full squalor of Camp Kitty was shown on a TV News report, and the RSPCA NSW raided the property. Also why, when the RSPCA NSW eventually took the owner of Camp Kitty to Court and he was convicted of 26 counts of animal cruelty, has the RSPCA NSW still maintained a silence regarding what happened to those cats?

(4) Are you concerned that although the RSPCA NSW receives thousands of dollars a year of taxpayer money that the RSPCA NSW remains unanswerable about the situation that has existed and still exists at Camp Kitty? Do you think that they should be answerable to you as the de facto Administer of POCTA, and if so will you make them answerable and release the findings to the general public?

(5) Do you accept that while a situation exists where a public company (RSPCA NSW) is given taxpayer funds and is not accountable for actions it takes with those funds then a possibility for corruption could exist? The DPI does always try and demonstrate that the RSPCA NSW is a charity, but in reality it is a Public Company with an ABN (Australian Business No.), and I believe it would be much more transparent, factual and informative to state that it is a Public Company.

I, and many of my friends who I talk with about cruelty and animal welfare issues, are frankly shocked by what has occurred in this case, and I hope you will act to do something about it. Regards.
