Romsey Road – Tebourba Way Traffic Lights Petition to Southampton City Council

The Issue

We, the undersigned, call on Southampton City Council to urgently review and reverse the recent changes made to the Romsey Road / Tebourba Way junction traffic light phasing, which have led to significantly increased congestion, delays, and disruption for local residents and road users.

In January, the Council introduced a new four‑way traffic light sequence. This change has substantially worsened traffic flow, with residents reporting queues stretching back towards Maybush Corner and additional congestion along Winchester Road, an area already prone to heavy traffic.

These problems are set to intensify, with extensive gas works are scheduled throughout the spring, across Coxford Road, Rownhams Road, Romsey Road and Wimpson Lane, meaning the current traffic light configuration will further compound delays, congestion, and pressure on surrounding roads.

We recognise that the Council aimed to improve safety - particularly for right‑turn movements. However, the current system is now causing:

  • Longer journey times.
  • Poorer air quality.
  • Increased stress and inconvenience for residents.
  • Additional congestion on nearby residential roads.

 

We therefore request that Southampton City Council:

  1. Immediately reinstate the previous traffic light phasing to alleviate current congestion while a full review takes place.
  2. Develop and present alternative safety measures, such as improved road markings or a dedicated right‑turn filter phase, that do not unnecessarily reduce overall traffic flow.
  3. Consult with local residents, road users, and ward Councillors before making any permanent changes.
  4. Publish transparent evidence underpinning the redesign, including accident data and details, specific safety concerns identified, and the traffic modelling used to justify the new four‑way signal sequence.

 
Why this matters
This junction is a crucial arterial route used by thousands of residents every day. The recent changes have caused avoidable delays and greater frustration for those travelling through or living near the area. A clear, evidence‑led and publicly accountable review - undertaken with meaningful community input - is essential to ensure that any future changes deliver both safety and efficiency for all road users.
