Petioners,

Here is an update on draft ordinance 927.2  that will establish future guidelines on short term rentals in our community for the foreseeable future.  After the 10 hour supervisor meeting Tuesday, supervisor change requests are in the hands of the Planners now.  They will bring back a new draft to the meeting Nov 28.  

Below are the suggestions made to the county from Idyllwild solution groups and comments by the Supervisors at their November 7th STR public meeting. Thanks to Woody Henderson for taking the time to listen in on the entire meeting and provide us with this summary:

-2 certification per owner.   Please do not remove the 2 certification rule.  The rule gives new owners a chance to enter the market while beginning to allow a positive shift in density.  Owners over the limit have an opportunity to help our community by long term renting some of their properties.  They also have the option to sell, home values are up this year in Idyllwild, per Redfin.  

-Family dynasties.  For the same reasons as above, please do not allow certifications to be handed down.  They should re-enter the lottery system to allow others to participate, and to encourage long term renting or to make a profit on selling (tax value to county).  

-Non county roads removal per Supervisor Spiegel.  Please remove non-county roads from future lotteries for all of the right reasons: county liability, resident maintenance financial burden and safety of rental guests and residents alike. Let's start shifting STRs to safer areas like commercial zones.  

-No resident should have to have more than one STR next to them, per Supervisor Jeffries.  

-STR (927) Czar is a great idea by Supervisor Perez.  One person to oversee STR programs, 927 implementation, cost oversight and to help enforcement get up to speed.  

-Other suggestions for future changes:  Insurance that covers STR use.  Inside safety and fire inspections.  No outdoor fires or amplified sound.
