A draft of the revised STR ordinance 927.1 has been released by the county. Your next chance to influence what goes into the final version is to send an email to the Planning Commission (see details below) and/or attend the Planning Commission hearing scheduled for Wednesday April 20th in Riverside.
While there are many good elements to the draft such as on-site inspections and a minimum two night stay requirement the draft is woefully vague about a number of important issues such as noise, fines and enforcement. In addition, there is no mention at all about a cap on the the total number of STR's allowed in our small community.
THE COMMISSIONERS ARE MOST LIKELY TO ACT ON POINTS THAT ARE REPEATED. THIS IS WHY YOUR EMAILS AND/OR ATTENDANCE ARE SO IMPORTANT.
We have 4 suggestions to include in your emails; of course, mention your own issues if they are not listed here.
1) A ban on outdoor amplified noise and outdoor fires. In the current draft these items are not banned.
2) Local enforcement. An in-town, on the hill STR enforcement office that will oversee inspections, document issues and be available to act on noise, outdoor fires and parking issues 24/7.
3) A cap on the number of STRs. A cap will reduce the number of poorly managed STRs and reduce the number of residents that are surrounded by STRs and make us all safer in fire evacuations. We suggest no more than 10% of our total housing stock or 350 STR's which is just about the number of registered STR's presently.
4) Non-county road STR phaseout. Many of our roads are single-lane, steep roads with sharp turns that the county does not maintain. These tiny roads create dangerous situations for residents and STR renters alike.
