The North York Moors National Park Authority has just installed this signage where the Vicarage garden enters the footpath from Carlton Lane to Bondgate.
Under section 31 of the Highways Act 1980, the route is legally a public Right of Way because it has been used for more than 20 years ' without secrecy, force or permission'.
At no time during this period did the Park Authority block the route, install signage to indicate that it is private or prevent people from using the route; so it is legally a public Right of Way and the public may continue to use it.
If the Park Authority attempts to prevent anyone from using the route then drop me a line at plato521@live.co.uk with a date, time and details of the incident and I'll pass this onto the Rights of Way Team at North Yorkshire Council.
