Ricki's Story - Right Care Right Person Failed

Hi, Sadly on Saturday 20th May this year after over 5 hours trying to get someone to do a welfare check on my ex partner Ricki Gillatt aged 36 he was found dead, contacted police at 13:21 only to have to wait for a callback of 80 minutes and then being told that there new policy is that they don’t deal with welfare or missing persons at first and that you have to call NHS 111 at 14:44 and request an ambulance to go to there address, and if no answer then the ambulance crew have to call the fire brigade to then break in and depending on the result the police will then get involved, I even found out that two days before ( Thursday ) a neighbour called police and was told same Straight away unlike an 80 minute wait like me, but due to the ambulance and NHS crisis the neighbour didn’t call as at that time they themselves didn’t think it was serious enough to bother an ambulance crew, I called 111 as instructed and was surprised as they didn’t know of this new approach by South Yorkshire police , I had to go through an assessment 47 minutes long and was put on hold various time before I could get transferred from 111 to ambulance control, and finally after virtually begging they said they would send a crew, it then took over 2 1/2 hours for ambulance to arrive sometime after 17:30 and then as expected no answer (the brother has been banging the door all morning)I’d told the police and ambulance and 111,after the Ambulance Crew arrived they had to request the Fire brigade 3 times before tthey attended , the fire brigade made entry but sadly he was dead, they were told of his mental health and physical disabilities by myself and the neighbour but this whole so called new policy eventually took over 5 hours from initial call and a lot of begging to finally get an emergency service to attend and find the body, this is a disgusting policy and a blatant waste of already over stretched ambulance service clearly on the side of South Yorkshire police, everyone I’ve spoken to can think of plenty of scenarios where this policy is wrong but not one scenario what it’s good, other than for the police service, there’s a lot more to this story and I’d be happy to tell you, my ex partner was known to police due to their mental health but it seams all they were interested in was passing the buck to 111, at this moment until we get a date and time from coroner we don’t know if this process had any impact on the death. i'm not asking for the police to be mental health workers but they have the power to break in , and this saves time UPDATE as on 22/12/2023

Still awaiting an independent police conduct authority investigation outcome and a Subject Access request of the call i made that day, as unlike the neighbour who was told staright away two days before to call NHS 111 , i  was told i was going to be transfered by the handler to a queue for a call back which took 8o minutes.

i also requested a copy of my call to NHS 111 which i received and it was heavily redacted, at first they said it was due to data protection, but after speaking to the information commissioner's office that was wrong as the deceased person has no data protection, i went back to NHS 111 with that information and now they are saying all the information i gave them about Ricki is protected by the Access to Health act, even though its my voice giving them his information, plus a large part of the call is missing and other things i discussed with them has been redacted, like the part where they knew nothing about the police's new policy plus parts like when the ambulance control call me and i asked where amulance was this was a 17:08, and they said they were busy but they would bump it up the queue, all redacted and why? as its not Ricki's Data ? .

I also put a complaint in and it was investigated by the ambulance service , they said it was done correctly BUT  they also said this 

 

The staff involved at NHS 111 achieved the expected standard at NHS 111 audit. The staff 
will be receiving feedback following this investigation from their Team Leader as part of the 
investigation process. This will be given on a one-to-one basis.
Moving forward the Yorkshire Ambulance Service trust is working alongside the police and 
other services to educate and understand the right care right person policy. To ensure 
serious incidents like Mr Kendrew-Gillatt case can be handled better in future to ensure the 
patient gets the most appropriate care in a timely manner.
A staff update to inform all staff of the ‘Right Care Right Person Policy’ is in the process of 
being developed to ensure staff are aware of this policy and improve their knowledge of the 
policy, to avoid incidents like this in the future.

But according to the police all services where running the new Right Care Right person policy, but this concerns me as above it not saying it was correctly done but they are saying as well it was correctly done

Ive since logged a complaint with the Parliamentary Health Ombusman, who has advised i go one last time to the ambulance service with my issues with their investigation response letter and if i get or dont get the answers i' have to go back to the ombusman.

Stll awaiting the police investigation and copy of call. Coroner's opened an inquest and adjorned as after 6 months we still don't have a date or cause of death, awaiting pathology results.

Sadly know what his upbringing was like , his family apart from his dad and me are the only ones interested in getting answers in to the mess on that day which was a result of the Right Care Right Person policy to save police time , unfortunatly the police still ened up attending and if ricki was not in the property then the policy would still have to attend as he would have been classed as Missing, so wheres the time saving there???

In the end we don't know if a speedier response would have saved Ricki but mistakes like this will proberly cost lives .
