In the second Police investigation they stated that an Error was made and Ricki should have been dealt with as a missing Person and not by NHS 111, and this was upheld by the IOPC, but now the police want to change their investigation outcome to say they didn't make an Error but their decision can only be overturned by the IOPC, which now means the police have to do another investigation to justify their new outcome. So we will see how theytry to get out of this one.
now as you are aware Ricki had died before the day he was found but but i've found out that 5 days before his body was found and only 3 days after i last spoke to him his mother called police and police under this new policy told her to call NHS 111, so she did and NHS 111 called her back later and told her that they could not contact Ricki and that she needed to call police back and get his put as a missing person, so she did and even with the say so of NHS 111 the police said it did not meet their threshold for a police response so they did nothing, this was logged on a statement from the police control room, now im no expert but reading the ambulance crew that attended statement they say that there was only a small amount of decomposition, which is saying he wasn't dead for too long, so the question is that if either the police or NHS 111 did their job there is a high chance Ricki would be alive now but no one helped.
Now his Mother has given me consent to deal and put a complaint in to police and NHS 111 to get them to explain why no one helped when she called 5 days before he was found dead, i'm also requesting copies of all her calls to police and NHS 111 that day. Both Agencies are Jointly responsible for doing nothing in the 5 days before his body was found. SO NOW ROUND 2 STARTS.
