

Revoke the Allegany County Animal Shelter Foundation Contracts and Audit Their Finances

Summary
We, the undersigned residents of Allegany County, call on the County Commissioners to immediately revoke both contracts held by the nonprofit foundation currently managing the Allegany County Animal Shelter, and to initiate a full five-year financial and operational audit of the foundation.
Background
At the October 16, 2025, Allegany County Commissioners meeting, serious concerns were raised regarding the nonprofit foundation’s ongoing mismanagement of the Allegany County Animal Shelter.
Key findings discussed at the meeting included:
The foundation is in breach of contract due to overdue financial reporting — now three years late.
The foundation is out of compliance with the Animal Control contract, overdue since July.
The nonprofit’s board is self-perpetuating and accountable to no one, despite operating under public funding and county oversight.
No board members attended the County Commissioners’ meeting to answer questions or provide transparency.
Shelter facilities have deteriorated severely, with black mold, unsafe electrical wiring, and unsafe conditions reported.
The County Commissioners noted that the current contract allows the County to immediately rescind the Animal Control contract and to revoke the overall management contract with 90 days’ notice for redress.
Our Request
As citizens and taxpayers, we believe the following actions are warranted and urgently needed:
Immediate revocation of both contracts with the nonprofit foundation currently managing the Allegany County Animal Shelter.
Appointment of interim county or independent management to ensure animal welfare and staff safety.
A complete five-year audit of the foundation’s finances, operations, and use of public funds.
Why It Matters
The animals in our county’s care — and the employees who serve them — deserve safe conditions, transparent oversight, and responsible stewardship. Public trust cannot be restored without accountability. The county must act decisively to protect both the animals and taxpayers of Allegany County.
Call to Action
We urge the Allegany County Commissioners to exercise their legal authority to revoke these contracts, demand full accountability, and begin rebuilding the Allegany County Animal Shelter as a safe, transparent, and community-trusted facility.
