

Review ALMM-II Implementation: Ensure Smooth Transition for India’s Solar Industry
The Issue
India is rapidly emerging as a global renewable energy leader, with ambitious solar targets aimed at ensuring energy security, sustainability, and economic growth.
We fully support the Government of India’s vision of strengthening domestic manufacturing under the Make in India initiative and reducing dependency on imports through policies such as ALMM-II and Domestic Content Requirement (DCR).
However, policy success depends not only on intention — but also on timing and market readiness.
Today, the solar market is already witnessing warning signs that deserve urgent consideration before full-scale implementation of ALMM-II.
Current Market Challenges
For the last few months, the industry has been experiencing:
Shortage of DCR modules from major brands
Supply delays and uncertain availability
Significant price hikes in DCR modules
Large pricing gaps between DCR brands themselves (up to 20–25%)
In several cases:
📌 One DCR brand is priced around ₹24/Wp
📌 Another DCR brand is priced around ₹30/Wp
This large variation exists despite operating under the same protected ecosystem and policy framework.
Such market conditions raise an important concern:
Is the industry fully prepared for mandatory ALMM-II implementation?
If supply shortages and price volatility are visible even before complete implementation, what could happen when demand becomes compulsory?
Potential consequences may include:
❌ Higher solar project costs
❌ Reduced rooftop and C&I solar adoption
❌ Increased financial burden on MSMEs and consumers
❌ Delays in solar installations
❌ Slowdown in India’s clean energy momentum
We Are Not Against Domestic Manufacturing
Let us be clear:
We strongly support Indian solar manufacturing and believe India must become self-reliant and globally competitive.
However, a successful transition requires:
✅ Adequate supply readiness
✅ Stable and competitive pricing
✅ Healthy market competition
✅ Smooth and phased implementation
A rushed implementation may unintentionally stress the ecosystem instead of strengthening it.
Our Humble Request to MNRE
We respectfully request the Ministry to:
Review the timing of ALMM-II implementation based on actual market readiness
Conduct a transparent assessment of domestic manufacturing capacity and supply stability
Address extreme pricing variations within DCR modules through better transparency mechanisms
Ensure adequate market availability before mandatory implementation
Consider a phased or smoother transition approach to avoid disruption
Smooth Transition Is the Only Key
India’s solar mission should not face unnecessary disruptions due to shortages or affordability challenges.
We believe the objective should be:
“A Strong Domestic Manufacturing Ecosystem + Sustainable Solar Growth”
