The recent decision by Hillsborough County Schools (HCPS) to enforce a dress code that prohibits spandex or leggings unless covered by clothing extending to at least mid-thigh is both troubling and discriminatory. As a concerned member of the school community,  and the father of two girls, I find this rule particularly personal as it targets female students disproportionately, contradicting HCPS Policy 5511. This policy clearly states that "dress code expectations shall be applied equally to all students and will not be enforced differently based on a student’s body type, gender, race, ethnicity, disability, or any other protected characteristic."

This change was introduced to us on July 20, 2026, with the school year about to commence, leaving no room for community input or discussion. It seems unethical and unfair to impose such a significant change without consulting the students and parents who will be directly affected. It undermines the trust and collaboration we aspire to cultivate within our educational environment.

The new dress code also reflects a glaring oversight of female students' comfort and practicality. Spandex and leggings are staple clothing items for many young women, providing comfort and flexibility for a range of activities. By restricting these items, the district is placing unnecessary constraints on students' freedom of expression and comfort during both school and extracurricular activities.

Additionally, dress codes have historically been biased against female students, leading to disproportionate discipline and distraction. This policy may contribute to an environment where female students feel policed and shamed for their clothing choices, which can be damaging to their self-esteem and educational engagement.

To address these concerns, I propose that the dress code be revisited and amended to ensure fairness and equality for all students, regardless of gender or body type. Engaging with students, parents, and educators in an open dialogue to understand diverse perspectives before implementing such changes is crucial for maintaining an inclusive and respectful community atmosphere.
