Restrict Issuance of Driver's Licences to Non-Residents and Inexperienced Drivers in Canada

The Issue

Our roads are becoming increasingly unsafe. New drivers and commercial drivers with minimal experience are causing more accidents, leading to skyrocketing insurance rates for everyone. This isn't just a personal concern; it's a societal issue that affects us all. Imagine our families sharing the road with a commercial driver operating a 53’ trailer with less than one month of full G licence experience.

In Ontario, Canada, non-residents and international students can obtain driver’s licences, including commercial AZ licences. Unfortunately, this has led to an increase in inexperienced drivers on our roads. It is alarming that someone with less than three years of driving experience can be granted such responsibility.

According to Transport Canada's National Collision Database (NCDB), young drivers aged 16-24 have the highest risk of being involved in collisions compared to other age groups (2018). Furthermore, research indicates that newly licensed truck drivers are at higher risk for crashes due to their lack of experience (Insurance Institute for Highway Safety, 2019).

We propose two changes: firstly, stop issuing driver’s licences to non-residents i.e. people on visitor or super visas.
secondly, prevent anyone with less than three years of full G licence driving experience with insurance proof from obtaining a commercial AZ licence.
